The probable impacts of climate change on poverty - UNDP

Justification
Adverse <strong>impacts</strong> <strong>of</strong> <strong>climate</strong> <strong>change</strong> are already visible and different sectors and livelihood groups are being
impacted differently. Agriculture sector especially crop agriculture is highly being affected by extreme weather
events and shocks and level <strong>of</strong> <strong>impacts</strong> will be more in future due to <strong>change</strong>s characteristics <strong>of</strong> <strong>climate</strong>. In
addition, water resources, one <strong>of</strong> the key inputs to agriculture, will be impacted due to <strong>climate</strong> <strong>change</strong>. Health
services, education, industries especially small and medium industries, urban and rural infrastructure will also be
affected by adverse <strong>impacts</strong> <strong>of</strong> <strong>climate</strong> <strong>change</strong> and <strong>climate</strong> <strong>change</strong> related extreme events. Ultimately different
livelihood groups depending on these sectors will be impacted and overall economic growth <strong>of</strong> the country will
also face additional stress. It is also recognized that the poorest <strong>of</strong> the poor will be affected hardest. However,
there is lack <strong>of</strong> analysis based on disaggregated database on what extent and how <strong>impacts</strong> <strong>of</strong> <strong>climate</strong> <strong>change</strong> on
different sectors are affecting and will affect different livelihood groups. Several stakeholders suggested that
quantification <strong>of</strong> <strong>impacts</strong> <strong>of</strong> <strong>climate</strong> <strong>change</strong> on economic growth and poverty is important to facilitate medium
and long term planning to incorporate <strong>climate</strong> <strong>change</strong> into development process.
Activities
a) Undertake a process to design framework, methodology and tools to collect disaggregated data on a
continuous basis and stored in a retrieval and relational database system;
b) Undertake a process to develop an analytical framework to carryout periodical analysis <strong>of</strong> the situation to
facilitate decision making process;
c) Develop a process to ensure continued collection <strong>of</strong> disaggregated data; and
d) Develop data base maintenance and sharing system among different relevant government and nongovernment
research organizations.

10.5.3 Capacity Enhancement <strong>of</strong> Planning Cadre on Climate Change Issues
Objective
<strong>The</strong> primary objective <strong>of</strong> the capacity building <strong>of</strong> the planning cadre on <strong>climate</strong> <strong>change</strong> issues is integrating
<strong>climate</strong> <strong>change</strong> in designing program and project. It will promote implementation <strong>of</strong> adaptation activities and
building resilience <strong>of</strong> the vulnerable community to cope with <strong>climate</strong> <strong>change</strong> and reduce risk <strong>of</strong> declining
economic growth.
Justification
Adverse <strong>impacts</strong> <strong>of</strong> <strong>climate</strong> <strong>change</strong> on different sectors supporting livelihoods and economic growth are
unavoidable. Existing process for formulation <strong>of</strong> a program and project does not address <strong>climate</strong> <strong>change</strong> issues
and <strong>impacts</strong>. <strong>The</strong>refore, it is important to enhance capacity <strong>of</strong> the planning cadre to incorporate <strong>climate</strong> <strong>change</strong>
as programme or project usually born in the planning cell <strong>of</strong> a ministry or a department.
Activities
a) Development <strong>of</strong> capacity building training module on <strong>climate</strong> <strong>change</strong> <strong>impacts</strong>, vulnerability and adaptation;
b) Develop a framework including methodologies and tools to facilitate incorporation <strong>of</strong> <strong>climate</strong> <strong>change</strong> in
designing sector specific program and project; and
c) Carryout training for planning cadre <strong>of</strong> key relevant ministries and departments.
