10. In order to address adverse <strong>impacts</strong> <strong>of</strong> <strong>climate</strong> <strong>change</strong> and reduction <strong>of</strong> greenhouse gas emission in the
context <strong>of</strong> poverty and national economic growth, a number <strong>of</strong> <strong>change</strong>s have been suggested by different
stakeholders including <strong>change</strong>s in planning process while designing programs and projects by different
ministries and departments in the <strong>climate</strong> sensitive geographical region. <strong>The</strong>se include short, medium and long
term perspective <strong>of</strong> <strong>climate</strong> <strong>change</strong>, create enabling conditions to incorporate <strong>climate</strong> <strong>change</strong> perspectives,
ensure participation <strong>of</strong> all relevant stakeholders particularly potential vulnerable communities to <strong>climate</strong> <strong>change</strong>.
10.1 Incorporation <strong>of</strong> Climate Change
It is revealed from a number <strong>of</strong> national development policy, sectoral policies, strategies and action plan that
<strong>climate</strong> <strong>change</strong> has received significant attention. <strong>The</strong>se national documents have also incorporated several
actions related to mainstreaming and capacity building for adaptation to <strong>climate</strong> <strong>change</strong> and reduction <strong>of</strong>
greenhouse gas emission. However, a number <strong>of</strong> sectoral policies have not incorporated <strong>climate</strong> <strong>change</strong>.
Considering sense <strong>of</strong> urgency and level <strong>of</strong> present and future <strong>impacts</strong> on poverty and economic growth, issues <strong>of</strong>
<strong>climate</strong> <strong>change</strong> need to be incorporated immediately. Planning Commission as central policy making institution
should play a central role in initiating policy review toward incorporation <strong>of</strong> <strong>climate</strong> <strong>change</strong> issues in the policy,
programme and project development. It should also maintaining synergy among policies, strategies, programme
and actions by different actors. It may also initiate a process for regular review and update <strong>of</strong> policies, strategies
and action plans in the context <strong>of</strong> <strong>climate</strong> <strong>change</strong>. Learning from the implementation <strong>of</strong> different actions and
measures by different stakeholders may create a basis for review and fine tuning <strong>of</strong> actions.
Considering the time dimension <strong>of</strong> <strong>climate</strong> <strong>change</strong>, designing <strong>of</strong> any development programs/projects should
incorporate short-term, medium-term and long-term <strong>climate</strong> <strong>change</strong> perspectives including extreme events and
risk management. It is also important that poverty and economic growth are connected with multiple sectors
and need a multi-sectoral approach. Considering contribution <strong>of</strong> agriculture as key rural livelihoods, contribution
to economic and sensitivity <strong>of</strong> the sector to <strong>climate</strong> <strong>change</strong>, priority should be given to incorporate adverse
<strong>impacts</strong> arising from <strong>climate</strong> <strong>change</strong> and extreme events while designing development programs and projects in
the agriculture sector.
10.2 Creating Enabling Condition
Inter linkage among adverse <strong>impacts</strong> <strong>of</strong> <strong>climate</strong> <strong>change</strong>, poverty and economic growth is clear. However, there is
a lack <strong>of</strong> quantitative analysis and assessment based on disagreed and longitudinal database. Quantitative
analysis and assessment <strong>of</strong> <strong>impacts</strong> <strong>of</strong> <strong>climate</strong> <strong>change</strong> on economic growth and poverty by regions and
livelihoods groups would facilitate formulation <strong>of</strong> programme and projects for different sectors. It will also give
clear picture <strong>of</strong> adaptation need for different sectors and livelihood groups as well as mitigation potential. In
order to carryout quantitative analysis and assessment <strong>of</strong> <strong>impacts</strong> <strong>of</strong> <strong>climate</strong> <strong>change</strong> on poverty and economic
growth by sectors and regions, a disaggregated and longitudinal database needs to be developed. <strong>The</strong> database
needs to include extent and severity <strong>of</strong> present and future <strong>impacts</strong> on different sectors and livelihood groups. It
will also facilitate medium and long term planning to incorporate <strong>climate</strong> <strong>change</strong> into development process.
Creation <strong>of</strong> provision and giving priority to the programs and projects those will address poverty, economic
growth and <strong>climate</strong> <strong>change</strong> issue together. Types <strong>of</strong> projects may include research and <strong>climate</strong> resilient
development giving emphasis on key sectors supporting livelihoods and economic growth; development <strong>of</strong> a
comprehensive and dynamic land use plan and land zoning considering <strong>climate</strong> <strong>change</strong> issues including
assessment <strong>of</strong> <strong>impacts</strong>; technology development and deployment for agriculture sector including scale up <strong>of</strong>
local level innovative practices. This may also give priority to the <strong>climate</strong> resilient infrastructure development
including building materials. Development <strong>of</strong> tools to assess <strong>climate</strong> <strong>change</strong> <strong>impacts</strong> and technology needs for
all development program and projects to address <strong>climate</strong> <strong>change</strong> is necessary to enhance enabling capacity <strong>of</strong>
practitioner.
10.3 Ensure Participation <strong>of</strong> Vulnerable Communities and Local Need
Impacts <strong>of</strong> <strong>climate</strong> <strong>change</strong> are disproportionate and vary by geographical region and by sectors. Capacity to
