<strong>Job</strong> <strong>Description</strong><strong>Position</strong>:Department& Location:Reports to:Purpose:<strong>Project</strong> <strong>Manager</strong>/Livelihoods Specialist (12 monthscontract, based in Phnom Penh, international expert)Programme Support DepartmentDate Oct 3, 2012<strong>Plan</strong> Cambodia, Phnom PenhCountry DirectorResponsible for analyzing, formulating and implementing nutrition and hygiene anddiversified livelihood activities in close coordination with the Central <strong>Project</strong>Management Unit (CPMU), the Provincial <strong>Project</strong> Management Units (PPMUs) andImplementing Agencies (IAs) to ensure the programme is implemented inaccordance with <strong>Plan</strong> and donor requirements. Also, s/he will undertake, but notlimited to, the activities and tasks as described in the section of responsibility andaccountability below.As an international child-centred development organization, the <strong>Project</strong> <strong>Manager</strong> will commit tothe wellbeing of children and to support the Convention of the Rights of the Child and will nottolerate child abuse.Dimensions of the <strong>Position</strong>:The <strong>Project</strong> <strong>Manager</strong> is responsible for all livelihoods interventions from designing and monitoring alllivelihoods related activities/interventions in line with the 20-month project funded by the AsianDevelopment Bank (ADB) with total budget of 3,960,000 USD. The project will be implemented in 10provinces in Cambodia.Responsibilities and Accountabilities of the <strong>Position</strong>:Provide overall technical and managerial oversight and leadership for the project as whole, inclose cooperation with other senior staff;Direct and supervise senior project staff and consultants for the project;Manage the field operations, administration, logistics and procurement;Support project design, implementation, monitoring, evaluation and reporting;Build and oversee managerial accountability, with particular attention to program quality andtimely utilization of budgets in line with annual plans and donor conditions;Ensure efficient management of financial resources, including the review and approval ofprogram budgets and monitoring expenditures;Fulfill all <strong>Plan</strong> internal organizational compliance obligations;Work with CPMU, PPMUs, IAs and their local agencies as well as the target commune councilsto assess the poverty and capacity building needs, and identify the target beneficiaries;Visit target communes and assess constraints and possible investment support options for thetarget households and self-help groups (SHGs);Assess the availability of extension services and identify local NGOs as service providers orpartners;Design and formulate the nutrition and diversified livelihood program including livestock,aquaculture and community-based climate adaptation/mitigation practices in agriculture;Develop the overall implementation and monitoring strategy and annual work plans and budget;Work closely with CPMU to ensure that the Monitoring & Evaluation (M&E) system for thenutrition and livelihood program is consistent with the overall M&E/PPMS for the project andnecessary data are collected and reported to CPMU;1


Identify and contract with local NGOs and civil society for the delivery of services andcommunity capacity building activities;Develop procurement packages for materials and/or civil works for EA/CPMU’s endorsement inaccordance with the government’s Standard Operating Procedures (May 2012);Monitor the implementation including contract awards and disbursement and produce progressreports according to the agreed reporting formats;Work closely with the international and national food security/M&E specialists at the CPMU toensure that an M&E system for the nutrition and diversified livelihood program is consistent andwill be integrated in the overall detailed M&E/PPMS for the project;Work closely with the international Team Leader at the CPMU on all aspects of projectimplementation within the scope of the service;Participate in any relevant meetings and field reviews organized by CPMU and ADB;Handle interactions with senior staff of ADB, government officials, sub-recipients and otheragency counterparts;Engage in high level coordination and negotiation;Authorize decisions related to the project;Generate or find new ways of working to manage internal and external changes that affectprogramme implementation; andAdvocate, share and influence INGOs, multilateral donors and government officials to raise<strong>Plan</strong>’s profile, scale-up <strong>Plan</strong>’s programs and best practices.Communications and Working Relationships of the <strong>Position</strong>:Internally: This position will communicate and coordinate closely with <strong>Plan</strong>’s management and alldepartments at the Country Office on a daily basis during the implementation of the program activities,monitoring and evaluation.Externally: This position will communicate with ADB, <strong>Plan</strong> <strong>Canada</strong>, government departments/bodiesand other agencies during project implementation.Knowledge, Skills, Behaviours and Experience Required to Achieve <strong>Position</strong>’s Objectives:Education:Knowledge:Skills:Master’s degree or equivalent qualification (formal qualifications) in agronomy or agriculturaleconomics.Have an adequate knowledge of the Standard Operating Procedures of the Royal Governmentof Cambodia.Macro- and micro-economic situation/dynamic in Cambodia in general and in <strong>Plan</strong>’s targetareas in particular.Government ministries/departments, NGOs/CSOs working in the livestock and livelihoodsectors including their functionality, interactions, strengths and weaknesses to addresspoverty.<strong>Project</strong>/program cycle and programming including life cycle programming.Proven planning, management, reporting and interpersonal communication skills as well asexcellent English communication and reporting skills are a must.Ability to respond on short notice and plan and execute several activities at once.2
