July 9, 2012 2Committee Report:Joint Synchronized Information Sub-CommitteeOperating entities in the Western Interconnection and US Department of Energy are investing inexcess of $108 M in the synchro-phasor infrastructure. As the projects shift from equipmentinstallation to application deployment, the WECC Joint Synchronized Information Subcommittee(JSIS) is in unique position to support these efforts. WECC JSIS is taking steps to align its workplan with the needs of the SGIG projects to fully utilize the benefits of the investments.WECC JSIS activities:1. Analysis of power system dynamic performance (on-going activity by operating entities)a. Event analysis and system performance evaluationb. Power plant performance analysis and model validationc. Lesson’s learned papers2. Engineering applications of synchro-phasor dataa. Data mining and event detection toolsb. Synchro-phasor data conditioning and verification.c. Power system dynamic performance baseliningd. Model validation tools3. Operational wide-area situational awareness applicationsa. Oscillation Detection applicationb. Mode Meter applicationc. Voltage stability applicationsd. Operator training materialse. Analysis and studies to support the development of synchro-phasor based controlsf. Analysis and studies to support the development of operating procedures4. Synchro-phasor infrastructurea. Handbook “Introduction to Synchro-phasors”b. PMU placement guidelinesc. Synchro-phasor data exchange among operating entitiesd. PMU performance requirements and inter-operabilitye. Synchro-phasor network communication standardsf. July 9, 2012 31. Event Analysis Power System Dynamic PerformanceActivity Accomplished Planned1a. Event Analysis andSystem PerformanceEvaluation – PDCIprobing1a. Event Analysis andSystem PerformanceEvaluation –Generation Loss1b. Power PlantPerformanceMonitoringPDCI probing tests are conductedby BPA every other Thursday fromlate March to mid-September.WECC JSIS is collecting PMUrecordings from the tests for theanalysis. The tests are needed forbaselining the oscillatoryperformance in the West, as well asfor tuning the Mode Meterapplication.WECC JSIS members (SCE, SRPand PG&E) send outannouncements of large generationoutages in the West, includingpreliminary performance analysisusing PMU data.WECC JSIS keeps the baseline ofthe frequency response metrics.BPA developed a PI-basedapplication for power plantfrequency response monitoringusing SCADA data. The data willhelp the WECC Modeling andValidation Work Group to updategovernor response modelinformation (baseload, under loadcontrol, responsive)Continue probing tests and datacollection. Complete analysis ofthe system oscillatoryperformance, advise Mode MetertuningContinue monitoring the events ofgeneration outages.Expand the frequency responsemetrics to monitoring the powerpick-up on major transmissionpaths.Share the power plant frequencyresponse application with otheroperating entities in the West.Expand the application to usingPMU dataW E S T E R N E L E C T R I C I T Y C O O R D I N A T I N G C O U N C I L • W W W .
