In October 2009, <strong>CIAJ</strong> embarked on a new page inits history by becoming a general incorporated association.The core Regular Members are manufacturers of telecom equipment, including networkdevices and mobile handsets, while other industry players, such as telecom carriers andsolution vendors participate as Forum Members. All in all, <strong>CIAJ</strong> has 244 companies and organizationson its membership as of July, <strong>2012</strong>. However, the overalleconomic uncertainty, led by the financialcrisis in Europe, the strong yen, highcorporate taxes, cut backs in available powersupplies and other negative influences arecontributing to a challenging environment.Transformations in the Japanese ICTmarket are accelerating, such as the incorporationof new global business models and theincreasing penetration of products fromoverseas.On a global level, this industry is witnessingrobust creation of new markets in such areasas cloud computing, smart phones and smartcommunities. As a participant in the deliberationsfor the creation of attractive cities,we believe that ICT will play a vital role intheir implementation.With such market trends in mind, <strong>CIAJ</strong> willintegrate the initiatives undertaken in FY2 0 1 1 w i t h n e w g o a l s , u p h o l d i n g t h efollowing 3 business objectives for FY<strong>2012</strong>.First, “strengthening our efforts topromote policies which take into considerationon-going market trends.” Withchanges in ICT industry business models, <strong>CIAJ</strong>will promote measures which accuratelyreflect our membership views and contributeto the revitalization of the industry.Specifically, we will be committed toexpressing our position or presenting policyproposals to relevant government authoritieson mobile business, conducting statisticalstudies which accurately capture markettrends and tackling issues in order tostrengthen our members’ global competitiveness.Second, “active involvement in issues facedby the ICT industry.” The environment andsafety are the two pillars of this objective.F a l l i n g u n d e r e n v i r o n m e n t a r e t h epromotion of a recycling-based society anduse of green ICT, while safety includes therevision of the Electrical Appliance andMaterial Safety Act and assuring safety in theuse of mobile terminals.Lastly, it goes without saying that <strong>CIAJ</strong> will“strengthen our platform as an associationfocused on our members.” <strong>CIAJ</strong> will not onlyimplement activities which contribute to thebusiness of our members, but also increasethe effectiveness of our achievements andenhance our ability to disseminate informationto targeted audiences.It has been 64 years since <strong>CIAJ</strong> was establishedin 1948. <strong>CIAJ</strong> OrganizationAuditorsGeneral MeetingSteering SubcommitteeFuture Vision of <strong>CIAJ</strong> SubcommitteePromoting interoperability of ICT equipmentIt is natural for users of ICT equipment to purchasedevices from multiple vendors and expect interoperability.It would also be ideal to achieve interoperability oftelecommunications equipment of all vendors throughoutthe globe. <strong>CIAJ</strong> is playing an important role in assuringinteroperability of ICT equipment conforming toITU-T or IETF standards through the Harmonization ofAdvanced Telecommunication Systems (HATS Conference)in which <strong>CIAJ</strong> acts as the Secretariat. By the end ofFY2011, the HATS Conference had conducted interoperabilitytests on 1,376 models from multiple vendors,including SIP-compliant VoIP systems, MPEG-4, IP-PBX,home networking and IP-monitoring camera interoperability.In addition, pretesting in virtual NGN environmentwas conducted. It also promotes interoperabilitythrough demonstrations, exhibits and seminars. <strong>CIAJ</strong> iscurrently working on assuring inter-connectivity andoperability of next-generation IP networks (NGN), HDvideo-conferencing and other image communicationsystems.Easing the burden on the environment<strong>CIAJ</strong> is working with 3 other associations in the electronicsindustry (JEITA, JEMA, JBMIA) to decrease theindustry’s burden on the environment. The 4 associationshave put together voluntary action plans such asthe low carbon society measures and includes energyconservation, waste disposal as well as VOC (volatileorganic compounds), analyzing actual performance andstriving to decrease emission through follow-up efforts.In order to deliberate the appropriate action, <strong>CIAJ</strong> alsoworks to stay informed regarding domestic and foreignlegislation and policies in the field of energy conservation,waste management, collection of discardedelectronic/electrical products and management ofchemical substances applicable to enterprises, as well asregistration of chemical substances used in products andrecycling. We share such information with our membersthrough regularly scheduled lectures on relevant topics,including tackling global warming, management ofchemical substances, resource recycling and internationalstandardization. These <strong>CIAJ</strong> activities are a reflectionof our commitment to decreasing our industry’sburden on the environment.Promoting lower energy consumption ofICT equipment<strong>CIAJ</strong> established the ICT Ecology GuidelineCouncil (hereafter referred to asCouncil) in June 2009 together withthe Telecommunications Carriers Association(TCA), Telecom Services Association, Japan InternetProviders Association (JAIPA), and the ASP-SaaS-Cloud Consortium. The Council has established a guidelinewhich includes a procurement standard of energyefficientICT equipment with the aim of enhancingenvironmentally conscious activities by telecommunicationservices providers. <strong>CIAJ</strong> is actively involved in determiningthe assessment standard, normative referencesand timeline for creating these procurement standardsof ICT equipment.Securing accessibility ofICT equipment and services<strong>CIAJ</strong> established the Info-communicationAccess Council in 1998 to deliberateenhancement and assurance of accessibilityin the planning, developing, anddesigning of ICT equipment or service. Such <strong>CIAJ</strong> activitiesled to the enactment of the JIS X 8341-4 standard inOctober 2005, requiring telecommunication equipmentmanufacturers to incorporate accessibility features intoits product design. In January 2007, ITU-T approvedRecommendation F.790, which was formulated from anoriginal proposal submitted by Japan based on theCouncil’s Telecommunications Accessibility Guidelines.In FY2011, <strong>CIAJ</strong> created a draft revision of JIS X 8341-4which was submitted to the Ministry of Economy, Tradeand Industry and worked on the revision of theTelecommunications Accessibility Guidelines.
