References:a. MOA between <strong>the</strong> DENR and <strong>PNP</strong> on January 30, 2012 re: MutualCooperation and Support for <strong>the</strong> 10 Million Tree Planting Project <strong>of</strong> <strong>the</strong> <strong>PNP</strong>(Annex “A”);b. Addendum to <strong>PNP</strong> LOI 42-09 (Project T.R.E.E.s.) re: “Pulis Makakalikasan:10 Milyong Puno Pamana sa Kinabukasan” dated January 27, 2012 (Annex“B”); andc. Verbal Instructions <strong>of</strong> C, <strong>PNP</strong> on February 4, 2012 during <strong>the</strong> Tree PlantingActivity at <strong>PNP</strong>A, Camp Castaneda, Silang, Cavite.2. The following guidelines shall be followed by all <strong>PNP</strong> units concerned incompliance to <strong>the</strong> Tree Planting Legacy Project:a. General Guidelines:1) For government-sourced seedlings: These seedlings must only beplanted by <strong>the</strong> <strong>PNP</strong> personnel in public and/or government lands; and2) For privately-sourced seedlings: These seedlings can be planted inprivately owned lands and no government time will be used in planting<strong>the</strong>se kinds <strong>of</strong> seedlings.However, <strong>the</strong>se seedlings maybe planted in public lands provided that itsdonors agree that it be planted in such areas.b. Individual <strong>PNP</strong> Member1) The planting <strong>of</strong> trees shall be an individual responsibility <strong>of</strong> every member<strong>of</strong> <strong>the</strong> <strong>PNP</strong>. Both <strong>the</strong> Uniformed and Non-Uniformed Personnel <strong>of</strong> <strong>the</strong><strong>PNP</strong> must see to it that he/she has planted at least 6 trees every monthstarting February 2012, for a total <strong>of</strong> at least 72 trees on or beforeJanuary 28, 2013, in time for <strong>the</strong> celebration <strong>of</strong> <strong>the</strong> 22 nd <strong>PNP</strong> FoundationDay;2) An individual tree planting scorecard shall be maintained by every <strong>PNP</strong>member to determine his/her strict adherence and compliance with <strong>the</strong>legacy project following <strong>the</strong> attached format (Annex “C”). Said scorecardwill be subjected to periodic monitoring and its compliance will be10M Trees


checked by competent authorities during <strong>the</strong> instances <strong>of</strong>, but not limitedto <strong>the</strong> following:a) Interview for Promotion;b) Schooling; andc) Conduct <strong>of</strong> <strong>the</strong> Saturday Rank Inspection.3) Each entry in <strong>the</strong> scorecard must be filled up legibly and must becountersigned by <strong>the</strong> Barangay <strong>Official</strong>s or any public <strong><strong>of</strong>fice</strong>r <strong>of</strong> similarcategory where <strong>the</strong> tree was planted;4) In cases <strong>of</strong> controlled areas where <strong>the</strong> planting took place, like police andmilitary camps, dams and o<strong>the</strong>r similar installations <strong>of</strong> <strong>the</strong> same nature,<strong>the</strong> Facility Director and/or Camp Commander may initiate <strong>the</strong>countersigning <strong>of</strong> <strong>the</strong> scorecards; and5) All <strong>PNP</strong> personnel shall monitor, at least twice a month, <strong>the</strong> growthprogress <strong>of</strong> those trees that he/she planted and make necessaryreplacements, if necessary.c. Office/Unit Reporting System1) A certificate <strong>of</strong> compliance must be accomplished after <strong>the</strong> completion <strong>of</strong><strong>the</strong> required number <strong>of</strong> trees following <strong>the</strong> attached format (Annex “D”);2) A responsible PCR <strong><strong>of</strong>fice</strong>r shall be designated as Pulis MakakalikasanOfficer at every Police Office, who shall render periodic report to <strong>the</strong> PulisMakakalikasan Monitoring Center and likewise responsible incoordinating with <strong>the</strong> DENR. He shall likewise assist in <strong>the</strong> monitoring <strong>of</strong><strong>the</strong> “Individual Tree Planting Scorecard” <strong>of</strong> <strong>the</strong>ir respective personnel for<strong>the</strong> purpose <strong>of</strong> accounting and validation;3) The Units with Regional/Field Offices can assign/designate personnel toperform <strong>the</strong> same function within <strong>the</strong>ir respective units. Hence, periodicreporting system must be made following <strong>the</strong> diagram in Annex “E”;4) The <strong>PRO</strong>s are required to coordinate with <strong>the</strong> Regional Offices <strong>of</strong> <strong>the</strong>DENR to seek technical support and assistance in <strong>the</strong> establishment <strong>of</strong>nurseries;5) The periodic reporting <strong>of</strong> compliance shall be made every Sunday on orbefore 5:00PM for weekly reports and <strong>the</strong> monthly reports must besubmitted every 28 th day <strong>of</strong> <strong>the</strong> month based on <strong>the</strong> herein statedformats:a) NSU/Directorates/Command Group – Unit Tree PlantingCompliance Report (Annex “F”);b) <strong>PRO</strong>s/PPOs – Unit Tree Planting Compliance Report (Annex“G”); andc) Station Tree Planting Compliance Report (Annex “H”); and6) <strong>PNP</strong>-organized tree planting must be reported to Pulis MakakalikasanMonitoring Center immediately after completion while <strong>PNP</strong> Units orindividual participation with government and non-government agenciestree planting must be reflected with <strong>the</strong> required periodic reports.10M Trees


d. Pulis Makakalikasan Monitoring Center3. Tasks:1) A <strong>PNP</strong> monitoring center shall be established by Police CommunityRelations Group which shall be primarily tasked to account, validate,monitor and conduct physical inspection <strong>of</strong> all <strong>PNP</strong> units’ compliance;and2) Said monitoring center shall have <strong>the</strong> following functions:a) Serves as <strong>the</strong> main coordinating <strong><strong>of</strong>fice</strong> <strong>of</strong> <strong>the</strong> <strong>PNP</strong> with <strong>the</strong> DENR onmatters stipulated in DENR-<strong>PNP</strong> MOA;b) Monitor <strong>the</strong> degree <strong>of</strong> compliance being made by all <strong>PNP</strong> Units andprovide recommendation as necessary;c) Received weekly and monthly reports from concerned <strong>PNP</strong> units forconsolidation and subsequent updating <strong>of</strong> records; andd) Establish a database to monitor <strong>the</strong> progress <strong>of</strong> <strong>the</strong> project.a. DPRM1) Include <strong>the</strong> compliance <strong>of</strong> said activity as one <strong>of</strong> <strong>the</strong> requirements forpromotion; and2) Perform o<strong>the</strong>r tasks as directedb. DHRDD1) Include <strong>the</strong> compliance <strong>of</strong> said activity in every police career courses/schoolings; and2) Perform o<strong>the</strong>r tasks as directed.c. DPCR1) Act as Over-all Supervisor <strong>of</strong> this Project; and2) Perform o<strong>the</strong>r tasks as directed.d. DC1) Provide funds for <strong>the</strong> project and <strong>the</strong> establishment <strong>of</strong> <strong>the</strong> “PulisMakakalikasan” Monitoring Center at PCRG Office; and2) Perform o<strong>the</strong>r tasks as directed.e. DL1) Provide logistical requirements for this activity; and2) Perform o<strong>the</strong>r tasks as directed.f. PCRG1) Initiate tree planting activities at least twice a month to be participated inby different <strong>PNP</strong> Offices/Units (Crame based); and2) Perform o<strong>the</strong>r tasks as directed.g. LSS1) Provide appropriate number <strong>of</strong> <strong>PNP</strong> vehicles with POL allocation for everytree planting activity at <strong>the</strong> NHQ level; and2) Perform o<strong>the</strong>r tasks as directed.10M Trees


4. Coordinating Instructions:a) The NHQ tree planting activity can be conducted in lieu <strong>of</strong> scheduledSaturday Rank Inspections. However, clearance from TCDS should besought first through <strong>the</strong> Pulis Makakalikasan Monitoring Center prior to <strong>the</strong>conduct <strong>of</strong> said activity. For <strong>PRO</strong>s, clearance maybe sought from <strong>the</strong> RCDSthrough <strong>the</strong>ir Pulis Makakalikasan Officer;b) In order to supplement <strong>the</strong> needed seedlings resources, nurseries must beestablished at all appropriate spaces within <strong>PNP</strong> camps, reservation oro<strong>the</strong>r suitable private/public lands;c) Crame-based units shall coordinate with HSS on matters relating to nurseryestablishment within Camp Crame;d) Names with corresponding contact numbers and email addresses <strong>of</strong> yourdesignated Pulis Makakalikasan Officer, who will be <strong>the</strong> contact person <strong>of</strong><strong>the</strong> Pulis Makakalikasan Monitoring Center in your respective Offices/Unitsmust be submitted to PCRG; ande) All reports must be submitted on time through <strong>the</strong> following means:1) courier;2) email: pulis_makakalikasan@yahoo.com;3) telefax: 722-0650; andf) The Final Compliance Report covering <strong>the</strong> whole year must reach PulisMakakalikasan Monitoring Center NLT January 25, 2013.5.
