Lieutenant General <strong>of</strong> Aviation Mukhtar Altynbekov promised a major procurement <strong>of</strong> Il-76TDplanes, but this has not yet been accomplished. Only a squadron <strong>of</strong> MI-17s has been procured. Weare putting <strong>the</strong> cart before <strong>the</strong> horse here. Current Defense Minister Danial Akhmetov, a man <strong>of</strong>deeds and words, has promised to improve military aircraft in all areas.<strong>Airmobile</strong> Forces communications provisioning has changed for <strong>the</strong> better: <strong>the</strong>y now have Icom orMotorola trunking radios. Let me say right <strong>of</strong>f <strong>the</strong> bat that <strong>the</strong>se are <strong>the</strong> semi-civilian police versionsthat Chechen militants used to walk around with ra<strong>the</strong>r than <strong>the</strong> Motorola three-kilometerexclusively-for-<strong>the</strong>-field army radios that are usually carried by <strong>the</strong> military, say <strong>the</strong> AmericanArmy or <strong>the</strong> Bundeswehr (dust-moisture-shock-resistant, with scramblers and long-life batteries). Atleast <strong>the</strong>se are not ancient Soviet R-138s, R-158s or R-159s. All combat personnel in <strong>the</strong> 37thBrigade (as <strong>the</strong> most combat capable) have radios. The Soviet word “runner” has been forgotten. Ino<strong>the</strong>r brigades all <strong>of</strong>ficers, warrant <strong>of</strong>ficers and sergeants have radios. All units have GPS receivers,although, as a former artillery spotter, I think that we should not let <strong>the</strong> contemporary mindset relaxus and should continue to train artillerymen using <strong>the</strong>ir grandfa<strong>the</strong>rs’ PAB-2M periscopic aimingcircles. The outfitting situation has changed. 37th Brigade contract soldiers have been issuedwea<strong>the</strong>rpro<strong>of</strong> clothing because <strong>the</strong>y are deployed in <strong>the</strong> foothills. 35th Brigade conscript soldiershave not worn high boots for six years – only ankle boots. They do not carry Soviet cartridgepouches, but ra<strong>the</strong>r have ammunition vests.Table <strong>of</strong> OrganizationThe structure <strong>of</strong> <strong>the</strong> 35th Brigade changed radically with <strong>the</strong> outflow <strong>of</strong> <strong>of</strong>ficers in <strong>the</strong> early 1990s.The 4th Battalion was eliminated. By summer 1994 mortar batteries were eliminated from battalionsand only restored toward 1998, when <strong>the</strong> artillery <strong>of</strong>ficer shortage had been resolved. Due to <strong>the</strong>weak control <strong>of</strong> reconnaissance company commander Guards Captain Kiselev (an RVVDKUgraduate), <strong>the</strong> reconnaissance company personnel, duly made up <strong>of</strong> only sportsmen, becamevirtually unmanageable and by spring 1994 <strong>the</strong> unit command decided to eliminate it, scattering <strong>the</strong>soldiers among combat companies and reckoning that three reconnaissance platoons were enoughfor <strong>the</strong> battalions. The 35th Brigade’s reconnaissance company was reconstituted in 1999.Although our bright bulbs in <strong>the</strong> Defense Ministry are <strong>of</strong> <strong>the</strong> Soviet mold, we continue to acceptfreebies from <strong>the</strong> Yankees in <strong>the</strong> form <strong>of</strong> hammers and helicopters for peacekeepers, in order tomaintain outward political loyalty [sic]. That is why purely American innovations were introducedinto our army such as <strong>the</strong> aforementioned Military Police Corps, a Sergeant System (CompanySergeant, Battalion Sergeant, etc., up to Army Sergeant), a Joint Staff Committee instead <strong>of</strong> aGeneral Staff, dropping divisions in favor brigade formations, NATO-standard outfitting, etc. {TheKazakhs have also adopted a regional command structure, based loosely on <strong>the</strong> U.S. CombatantCommand system. Since <strong>the</strong> author’s original publication in 2008, Kazakhstan has abandoned <strong>the</strong>Joint Staff Committee, and has returned to <strong>the</strong> General Staff system.}The new table <strong>of</strong> organization combines separate platoons attached to battalion headquarters intocompanies – a fire support company (machine gun+antitank +air defense+grenade launcherplatoons) and a headquarters company (communications platoon+logistics platoon+reconnaissanceplatoon). Fagots [weapon system] will replace SPG-9s in <strong>the</strong> fire support companies’ antitankplatoons. {In <strong>the</strong> Soviet system, companies as well as some platoons would report directly to <strong>the</strong>battalion, unlike <strong>the</strong> US system where companies typically only report to battalions}15
