Tender forms along withterms and conditions can be obtained from the Office of the ChiefCommissioner of <strong>Income</strong> <strong>Tax</strong> (Hall No.011), Ground Floor,Aayakar Bhawan, Main Building, 121, Mahatma Gandhi Road,Chennai-34 on payment of Rs.500/- in Cash upto 5:00 PM on27/10/2011. 5. Guards to be deputed should be literate and experienced to be posted in our office premises.They shall perform their duties deligently and afford protection to the movable and immovableproperties including checking of two-wheelers, cars, maintenance of entry registers and such otherduties that may be assigned by our officers concerned from time to time.6. The guards should be skilled in traffic management, fire fighting and first aid.7. The security personnel will work only for 8 hours shift basis and if any one becomes absentalternate arrangement should be made immediately. An amount of Rs.100/- (Rupees fifty only) perperson per day for absence of the security personnel will be levied / deducted from the monthlypayment of service charges made to the agency. Under no circumstances, security personnel posted inthis premises should be allowed to continue their work beyond said 8 hours of duty a day.8. The security personnel should be in standard uniforms, leather shoes, identity badges, torches,baton (Rain boots and Rain coats for use during Rainy season).9. Wireless connectivity either by way of cell phone or walkie-talkie has to be provided at 8places where security personnel would be deployed.10. Close liaison should be maintained with our officers-in charge concerned for smooth andefficient performance of duties of the security guards.11. <strong>Tax</strong> will be deducted at source as per the <strong>Income</strong> <strong>Tax</strong> Rules from the monthly bills.12. The Security guards should be covered under ESI scheme and PF with no liability whatsoeverto us in this regard. The wages paid to them should strictly comply with Central Minimum Wage Act,and Contract Labour (R & A) Act, 1970.13. The Agency is responsible for payment of monthly salary including leave salary, bonus,gratuity, etc. to the security personnel as applicable to them by law.14. In the event of any damages or losses caused by way of theft or pilferage of office properties,the officer-in-charge of security shall hold a preliminary enquiry and send a report to us. If it is felt


necessary to report the case to the police, a complaint will be lodged accordingly and assistance will berendered to police in order to trace the accused and recover the property and process the case in theCourt of Law.15. Licence from Labour <strong>Department</strong> as per section 12 of Contract Labour (R& A) Act, 1970should be obtained for the contract work within 7 days of award of contract.16. In terms of the Contract Labour (R & A) Act, 1970, the agency should pay to theirpersonnel a minimum wage at the prevailing rate as fixed under the Central Minimum Wage Act, andany breach of this condition will be liable for termination of the contract and the same would be dealtwith accordingly. Besides, ESI and P.F. per head at the current rate should be payable by the agencyper month, as per the existing rules.17. Security Personnel should be given weekly off, bonus, etc. as per the Contract Labour (R & A)Act, 1970.18. Proof of ESI/PF contributions effected by way of challans should be produced along with everymonth payment on award of contract.19. Failure by the contractor to comply with any statutory requirements and / or the terms of theagreement during the period of contract shall result in termination of the contract and subsequentdisqualification from participation in any future tender of the department.20. In case the contractor withdraws or the department terminates the contract for violation ofterms and conditions and / or deficiency in services during the period of contract, the additionalexpenses in hiring a new contractor on temporary arrangement till the time of appointing a regularcontractor through a similar tender process, will be adjusted against performance guarantee of Rs.5,00,000/- (Rupees five lakhs only) provided by the successful bidder.21. No negotiation will be undertaken with any tenderer except the lowest qualified bidder.22. Besides the above, an undertaking in the following format should also be furnished:
