Tender document forpotential hosts of<strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> <strong>Stages</strong>IntroductionThis guide is intended for any WA Member Association, city, region, eventorganiser or commercial body that would be interested in bidding for the <strong>Archery</strong><strong>World</strong> <strong>Cup</strong> Stage for a 3 year period: 2013-2015 (bidders will be accepted forthe 3 years period but WA has the right to cancel the attribution if the delivery ofthe 2013 event doesn’t satisfy all requirements).The <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage is a marquee event of <strong>Archery</strong>. There are four<strong>Stages</strong> held over the year to determine the top archers in Outdoor <strong>Archery</strong>. Itculminates in the Final which always takes place at an extraordinary venue, be itat an iconic location or at the heart of the city.Each stage features together with the best archers competing for top honourspromises a thrilling contest and an unforgettable visual spectacle for spectatorsand TV audience.The following document outlines the concept of the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage andprovides the approved framework for organising the event. Included herein arethe general <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage rights and obligations for the selected host,and the procedure for the bidding process to host the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stagefrom 2013 to 2015.1. General InformationThe <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage, conducted under the guardianship of the <strong>World</strong><strong>Archery</strong> Federation (WA), is the lead up to the Final of the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong>competition and is the most important series of events on the <strong>World</strong> <strong>Archery</strong>Calendar.WA contracts an event organiser to conduct each <strong>World</strong> <strong>Cup</strong> Stage. Within theframework established in this document, <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage bidders areencouraged to develop visionary proposals that can enhance the scope,presentation and marketing of the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong>.This section gives a brief introduction to WA, as well as the general concept forthe <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage for 2013- 2015.Bid Tender Document – V 4.0 4

Seven founding nations were present: France, Italy, Hungary, Poland,Sweden, the United States and the former Czechoslovakia. The head office forWA is in Lausanne.In 2005, Dr. Ugur Erdener (TUR) was elected President. According to itsconstitution, WA’s main objective is “to promote and encourage archerythroughout the world in conformity with the Olympic principles.”<strong>Archery</strong> has been part of the Olympic Movement since 1900 and has been apermanent Olympic sport since the 1972 Olympic Games. WA has held <strong>World</strong>Championships since 1931. Since 1991, WA has included eight disciplines. In2006, WA launched the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong>.WA makes and interprets the WA Rules; supervises the organization of worldchampionships and other international competitions; and promotes archerythrough the media and sponsors. Further information about WA can be found atwww.worldarchery.org.WA exclusively owns the rights to the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> and contracts theorganisation of the event to a Local Organising Committee (LOC), which canconsist of any combination of a WA Member Association, a city, region, privateevent organiser or commercial body.1.2 <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage overviewThis section is intended to give prospective <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage bidders apractical sense of WA’s desired concept for the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> stage, basedon WA’s objectives for the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> competition. It is a fundamentalrequirement that any <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage Organiser is fully aware of theconcept, format and scope of the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage envisioned by WA.WA’s objectives for the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> are:Involve top-level archers all year long in Outdoor Target <strong>Archery</strong>comprising 4 competition stages leading to the Grand FinalHost finals of each Stage in spectacular locations (downtown or in placesthat are tourist attractions). 2 days of Finals are a requirement as of2012.Host a grand <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage Final in an extraordinary venue.Develop a strong sponsorship platform.Give archery more media exposure.Bid Tender Document – V 4.0 5


Tender document forpotential hosts of<strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> <strong>Stages</strong>Promote archery in the city and have a city promotion.Have a ticketing policy integrated in the promotion.Based on these objectives, the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> (AWC) Stage has beendesigned to be the marquee events for <strong>World</strong> <strong>Archery</strong>.Unfolding over a week, the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage will not only be a sportingcompetition, but also a visual spectacle and celebration for the city.2. Technical ElementsThe technical elements of the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage consist of thecompetition categories, the schedule, venue requirements and any otherlogistical requirements needed to make the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage a reality.2.1 Competition categoriesDuring the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> <strong>Stages</strong>, the following ten categoriescompeted in:areRecurve Men IndividualRecurve Women IndividualCompound Men IndividualCompound Women IndividualRecurve Men TeamRecurve Women TeamCompound Men TeamCompound Women TeamRecurve Mixed TeamCompound Mixed TeamThe difference in these divisions besides gender lies in the type of bows used bythe archers – recurve and compound.A recurve bow is the only class of bow that is shot at the Olympic Games. Itsbasic working principles are similar to that of a traditional longbow. Its definingfeature is that the ends of the limbs curve forwards slightly, away from thearcher. It is also called a Classic Bow.A compound bow is designed to reduce the force that an archer must hold, yetincrease the overall energy stored by the bow. Most compound designs usepulleys and cables to make the holding weight less than half of the draw weight.With less force required to hold a compound bow at full draw, the muscles takelonger to fatigue, thus giving a compound archer more time to aim.Bid Tender Document – V 4.0 6

The event schedule for the Stage, including preparation, typically runsover seven days and concludes on a weekend. The following is an example of thetypical schedule:Table 2. A minimum of 64 targets are needed on a competition field with 3mper target when shooting ABC. (For the 2013 <strong>World</strong> <strong>Cup</strong> the <strong>FITA</strong> Round will beused for the Qualification Round for the recurve competition. For 2014 and 2015it will be the 70m Round)The Qualification round will see the top 104 athletes progress to the 1/48 theliminations and the top 16 teams and mixed teams.The final round will showcase for the individual the medal matches and for theteam matches the medal matches or the gold medal match depending on therequirements of the host broadcaster.The decision on which of the two options to adopt will jointly be decided by WAand each of the two selected Organisers and will primarily be driven byconsiderations in relation to local spectatorship and TV broadcastingarrangements.Bid Tender Document – V 4.0 9

The requirements for the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> <strong>Stages</strong> finalmatches are much less demanding than most sports. Organisers can practicallytake the event anywhere they wish to and have the freedom and flexibility to setup the most dramatic and spectacular backdrop that can be dreamed toshowcase the host location; as long as it meets the following WA requirements.Requirements for Qualification and Eliminations:A flat primary space measuring a minimum of 120 m x 200 m for themain competition areaA flat secondary space measuring a minimum of 80 m x 100 m aswarm-up area, which should not be more than 200 m away fromprimary spaceBoth spaces to be oriented to the North-South direction (lengthwise)with a tolerance of 20 degreesCalm weather conditions at venue locationRequirements for Final matches:A flat primary space measuring a minimum of 120 m x 30 m for themain competition areaA flat secondary space measuring a minimum of 80 m x 10 m aswarm-up area, which should not be more than 50 m away fromprimary spaceBoth spaces to be oriented to the North-South direction (lengthwise)with a tolerance of 20 degreesCalm weather conditions at venue locationTo gain a better understanding of how the typical setup of an <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong>Final venue looks like, please refer to Appendix B for the technical drawings. Thisappendix also includes an example of the setup for several venue finalsorganized in previous years. Illustrations showing examples of what isconsidered a “flat” space defined in the above requirements can also be found.This will further demonstrate how flexible the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Final is inallowing creativity and innovation for the venue.Bid Tender Document – V 4.0 10


Tender document forpotential hosts of<strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> <strong>Stages</strong>2.6 OtherThe following logistical elements and requirements must also be taken intoconsideration when hosting the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Final.2.6.1 Transport and accommodationThe Organiser should ensure that transport is arranged for the athletes, supportstaff and officials for all activities related to the event including the following:Airport transferTransfer between hotel and competition venuePromotional activitiesThe organiser is also required to provide at cost accommodation for the athletes,support staff and officials in a hotel of several standards that are reasonablyclose to the competition venue. The hotel for the WA Officials and Staff shouldbe a minimum 4* accommodation in single rooms unless requested differently byWA. The <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage Organiser must be acutely aware ofthe safety issues and always enforce safe operating procedures during thecompetition events.For each <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage, WA will review all aspects of safety andsecurity together with the Organisers, from planning phase to execution, toensure a safe and enjoyable event.2.6.3 Presentation to the publicThe <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage should be presented to the on-site spectators byprofessional announcers, large video screens, and athlete interviews, asdesignated by WA. Olympic style award presentations will be conducted on-site,at the conclusion of each event directed by the WA event team. Printedprogrammes should provide information for each venue, including diagrams ofthe staging and display areas, time schedule for events, a description of eachevent and its objective, and competitor profiles for the top-ranked athletes.To enhance spectator interest and attendance, WA will collaborate with the<strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage Organiser to ensure interactive activities (e.g. “Try out<strong>Archery</strong>” stations) and static displays (i.e. <strong>Archery</strong> equipment) are available forspectators. Spectators should be given the chance not just to watch <strong>Archery</strong> butto experience and learn more about <strong>Archery</strong> and have an enjoyable and funexperience by attending to the event. The <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage Organisershould provide the booth structures, furnishings, electricity and technical supportto facilitate this.3. Basic ConditionsThe agreement for the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage 2013-2015 will separately beconcluded between two parties:1) WA – International <strong>Archery</strong> Federation2) A Local Organising Committee (LOC) composed of the hostcity/region, and/or WA Member Federation and/or eventualpromoters, agencies, commercial partners, etc.The basic conditions must be viewed as basic and minimum requirements. WAmay accept a certain degree of flexibility to allow potential LOCs to maximise thebenefits of hosting the Final.Bid Tender Document – V 4.0 12

National television (the rights remain with <strong>World</strong> <strong>Archery</strong> but anyincome will be transferred to the LOC)b. Sponsorships generated by the LOC*c. Ticket salesd. Food and Beverage salese. Merchandisef. Income from entry fees and accommodation2. Images of the host city to be aired at the beginning of all broadcasts ofthe event, including sports highlight programmes.3. The right to use the name ‘<strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage’ from the day ofcontract signature until six months after the last day of the event.4. To have the autonomy to design/select a venue as long as the proposedvenue meets with WA technical requirements for staging the event* Local sponsors to share advertising space with WA sponsors. WAreserve all rights for the areas close to the archer (LED Boards), to thescoring and timing equipment, to the video boards and to the targets. WAsponsors have also exclusive appearance on TV graphics. These rightscan be shared with the LOC upon motivated and specific requests inwriting to WA. WA will communicate to the LOC its decision to share ornot these rights as soon as possible upon the request.The other space on the field (e.g. side of the field, stands, etc.) can beshared on a 50-50% basis between WA and LOC. The visibility of eachone LOC sponsor cannot be bigger than each one WA sponsor. Thegeneral look of the field must remain in line with general TV rules foradvertising. WA would be delighted to receive LOC’s proposals forsponsoring/advertising placements of LOC sponsors on the field.The Organiser cannot link the name of a sponsor with the name of theevent. However a “presenting sponsor” category for the domestic/nationalmarket only can be released by WA upon requests.3.2 Obligations of the LOC1. To pay WA a yearly rights fee over the three years leading up to theevent.2. To cover hotel/lodging of a minimum of 175 nights (4* level and above),and local transport for WA staff, consultants and WA officials.Bid Tender Document – V 4.0 13

To cover all staging/organisational costs related to the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong>Stage with a recommended capacity of 2,000 seats (minimum seatingcapacity of 1,000).4. To sale tickets and do the promotion of tickets sales at minimum 6months before the event.5. To promote (e.g. Internet, social media, billboards advertising, radiospots, newspaper article and advertising, TV spots, public appearances ofnational team athletes, use of LOC sponsors advertising capacity, etc.),the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage nationally in the years/months leading up toand during the event.6. To provide strong, reliable Internet access (1 mega-line upstream and 1mega-line downstream) including for YouTube, Facebook and Twitterwithout restrictions and a guarantee that there will be no censorship onpictures or texts.7. To provide sufficient and adequate working space for the around 30working staff that WA will provide for the event (e.g. President orSecretary General office, technical delegate and field supervisor, mediaand marketing staff, results crew, TV crew, judges)3.3 Responsibilities of the LOC3.3.1 MarketingOrganising the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage has the potential to generateconsiderable revenue over expenses, if the event is marketed professionally. The<strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage provides a good opportunity to reduce overheadexpenses by attracting support from government and commercial entities. It isthe responsibility of the LOC to market the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage sufficiently.All revenues from successful marketing will go directly to the LOC.The LOC has also the responsibility to handle WA sponsors requirements(advertising on the field, VIP hospitality, publications of WA sponsors’ logo onLOC website, event banners and print material, etc.) with care and diligence(upon reasonable request from WA).3.3.2 FinancialThe following table provides an estimate of the associated costs for hosting andorganising the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Final:Table 3. It is thus theresponsibility of <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage Organisers to project the costs ofhosting and organising the event in their own city. WA shall not be held liable forcosts incurred by the Organiser should it exceed this estimate.3.3.3 ManagementIn order to ensure that the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage is administered effectively,the Organiser and the WA should establish internal management structures andprocedures that allow both parties to work together cohesively.It is considered essential to work with an experienced event managementcompany and have at least one person full time working on the event as soon asthe bid is allocated.The <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage Organiser’s infrastructure should allow it toeffectively organise, conduct and finance the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage, andprovide clear channels of communication with all internal (between WA andOrganiser) and external entities. WA will designate a central point of contact forcommunication on all <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Final matters. The personnelrepresenting WA and the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage Organiser, and their specificfunctions, must be declared during the bidding process, before the <strong>Archery</strong>Bid Tender Document – V 4.0 15


Tender document forpotential hosts of<strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> <strong>Stages</strong><strong>World</strong> <strong>Cup</strong> Stage is awarded, and their names will be designated in the <strong>Archery</strong><strong>World</strong> <strong>Cup</strong> Stage governing documents.During the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage organisational period, the Organiser shouldmaintain effective communication with all external parties involved, includingWA, participants, government entities, professional contractors, vendors,sponsors, media, the public and all other interested parties.3.3.4 OperationalThe Organiser of the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage is responsible for coordinating,directing and funding all operational aspects of the event. The Organiser shouldselect all staff and obtain the use of all equipment and other materials neededfor conducting the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage, unless otherwise specified by WAfor technical purposes.• Preparation: Prior to participants arriving, organising staff membersshould be familiar with, and capable of performing all their required tasks.Back-ups for all systems, equipment and staff should be in place, venuesshould be fully prepared, volunteers should be fully trained and briefed,technical systems and equipment (and the means to run them) should betested and fully operational; and operational procedures should be wellrehearsed and fully functional.• Conducting the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage: The Organiser should run theoperations as professionally, efficiently and effectively as possible. WAcodes of conduct, safety regulations and all other applicable codes shouldbe respected. Any problem areas that arise should be immediatelyaddressed and resolved.4. Bidding ProcessThe <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage Organiser will be selected through a biddingprocess. The bid process is launched on October 15 th , 2011 and the deadline forbidders to submit their bid application to WA is December 1st, 2011.Short-listed candidates will be evaluated by WA technical experts during a siteinspectionvisit. Following this, candidates will make a final presentation onDecember 17th, 2011 in Istanbul (Turkey) to the WA Executive Board, where thedecision for the hosts for 2013-2015 will be made and announced.Bid Tender Document – V 4.0 16

No Bid will be considered as submitted until WA has received the Bid Feein its designated Bank Account.4.3.3 EvaluationThe WA Executive Board will evaluate each bid and may eliminate bids that arenot in line with the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> concept or bidders whose qualifications donot fulfil WA’s criteria for an <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage Organiser.WA will only shortlist a bidder to continue in the bidding process if it is convincedthat the bidder has the capabilities and resources to stage the <strong>Archery</strong> <strong>World</strong><strong>Cup</strong> Stage professionally, and to fulfil all the obligations of an <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong>Stage Organiser. The short-listing decision will be made by the WA ExecutiveBoard.4.3.4 Awarding of the <strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage 2013-2015The bidding process will culminate in December 17, 2011 when short-listedcandidates gather in Istanbul, Turkey to present their bids to the WA ExecutiveBoard.Based on submitted bid documents, on-site inspections, meetings with shortlistedcandidates and their final presentations, a secret ballot vote by the WAExecutive Board will determine who will be awarded the hosting rights of the<strong>Archery</strong> <strong>World</strong> <strong>Cup</strong> Stage 2013-2015. The voting will take place in rounds until amajority vote of 50% is reached. In each round the bid with the lowest votes willbe eliminated. We put all the final matches of an eventthe official highlights, and a daily feature story made by our WIN&WIN <strong>Archery</strong>Fan Reporters, i.e. between 8-12 hours per event.With www.archery.tv we have joined the Sports Hub (SportAccord/AGFISproject) which intends to help/unite all web TVs of sports federations. In fact, wehave drawn the largest audience on this plateform.Since late 2007, www.archery.tv has had 6’861’622 video views;1’535’368 channel views; 6778 subscribers; and counting!
