PurposeThe Tanzania National Roads Agency (TANROADS) in collaboration with The WorldBank (WB), The German Development Cooperation (GTZ), The International RoadFederation (IRF), The Association of Southern Africa National Roads Agencies(ASANRA), and The African Road Maintenance Funds Association (ARMFA) areorganizing the Regional Seminar on Performance-Based Management and MaintenanceContracts.The objective of the seminar is to facilitate sharing and exchange of experiences, bestpractices and innovative solutions on contracting performance-based management andmaintenance of roads (PMMR).DescriptionThe Performance-Based Management and Maintenance of Roads (PMMR) Contracts defineminimum conditions of road, bridge, and traffic assets that have to be met by the Contractoras well as other services such as the collection and management of asset inventory data, calloutand attendance to emergencies, and response to public requests, complaints and feedback.Payments are based on how well the contractor manages to comply with the performancestandards of service levels defined in the contract and not on the amount of works andservices executed. Therefore, the choice and application of technology and the pursuit ofinnovative materials, processes and management are all up to the Contractor to achieve theproduct defined in the performance contract. PMMR is a new way of effectively andefficiently preserving road assets that is rapidly evolving around the world replacing thetraditional method-based contracting of road.
