The fair share is <strong>the</strong> maximum rate that <strong>the</strong> switch will grant to any VC.<br />

This method of us<strong>in</strong>g (1- z) (or a term proportional to unused capacity) <strong>for</strong> feed-<br />

back calculation is also used by <strong>the</strong> Phantom [3] described later <strong>in</strong> this survey.<br />

In addition to <strong>the</strong> load factor, <strong>the</strong> scheme also uses a queue threshold. Whenever<br />

<strong>the</strong> queue length is over this threshold, a congestion <strong>in</strong>dication (CI) bit is set <strong>in</strong> all<br />

RM cells. This prevents all sources from <strong>in</strong>creas<strong>in</strong>g <strong>the</strong>ir rate and allows <strong>the</strong> queues<br />

to dra<strong>in</strong> out.<br />

4.7.2 Discussion<br />

The CAPC scheme and its successor CAPC2 (which addressed some <strong>in</strong>itialization<br />

issues) was proposed <strong>in</strong> late 1994, be<strong>for</strong>e many of <strong>the</strong> scheme proposals surveyed <strong>in</strong><br />

this chapter. The contributions of <strong>the</strong> CAPC scheme <strong>in</strong>clude:<br />
