decrease <strong>the</strong> desired rates).<br />

If <strong>the</strong> sources do not use <strong>the</strong>ir allocations, or temporarily go idle, <strong>the</strong>re is no<br />

mechanism prescribed to detect this condition. S<strong>in</strong>ce <strong>the</strong> scheme relies on <strong>the</strong><br />

declared values and does not measure <strong>the</strong> source rates, nor <strong>the</strong> o ered load, it<br />

is possible that <strong>the</strong> o ered load is very di erent from <strong>the</strong> sum of <strong>the</strong> desired<br />

rate values, lead<strong>in</strong>g to underutilization.<br />

There is no policy prescribed to dra<strong>in</strong> queues built up dur<strong>in</strong>g transient periods,<br />

or errors <strong>in</strong> feedback.<br />

The scheme as described is not compatible with <strong>the</strong> current ATM Forum stan-<br />

dard, and requires m<strong>in</strong>or realignment tobecompatible.<br />

This proposal was well received, and considered a basel<strong>in</strong>e <strong>for</strong> o<strong>the</strong>r schemes to be<br />

compared with. The key exception was that <strong>the</strong> computation of fair share requires<br />

order n operations, where n is <strong>the</strong> number of VCs. The space requirements of <strong>the</strong><br />

scheme are also order n: This set o a search <strong>for</strong> schemes which were O(1) both <strong>in</strong><br />

time and space complexity. This led to <strong>the</strong> EPRCA, <strong>the</strong> OSU scheme proposals <strong>in</strong><br />

September 1994, and later <strong>the</strong> CAPC2 proposal <strong>in</strong> late 1994. We cont<strong>in</strong>ue our survey<br />

look<strong>in</strong>g at <strong>the</strong>se schemes. The OSU scheme and ERICA schemes will be treated <strong>in</strong><br />

separate chapters of this dissertation.<br />

4.6 EPRCA and APRC<br />

The merger of PRCA with explicit rate scheme lead to <strong>the</strong> \Enhanced PRCA<br />

(EPRCA)" scheme at <strong>the</strong> end of July 1994 ATM Forum meet<strong>in</strong>g [74].<br />
