7.1.13 Summary of UILI Alternatives and ATM Forum Decision<br />

The ATM Forum debated considerably over <strong>the</strong> UILI issue <strong>in</strong> December 1995<br />

be<strong>for</strong>e putt<strong>in</strong>g <strong>the</strong> issue to vote. The summary of <strong>the</strong> arguments were <strong>the</strong> follow<strong>in</strong>g:<br />

The UILI policy can be implemented <strong>in</strong> switches or <strong>in</strong> NICs (sources) or both. The<br />

advantage of switch-only implementation is that NICs are simpler. The advantage of<br />

NIC implementation is that switches can be more aggressive <strong>in</strong> <strong>the</strong>ir bandwidth allo-<br />

cation without worry<strong>in</strong>g about long-term implications of any one allocation. Without<br />

source-based UILI, <strong>the</strong> switches have to provision bu ers to allow <strong>for</strong> overallocation<br />

of bandwidth.<br />

F<strong>in</strong>ally, <strong>the</strong> ATM Forum decided not to standardize an elaborate source-based<br />

UILI policy. A simple timeout is mandated <strong>for</strong> <strong>the</strong> source, where sources keep <strong>the</strong>ir<br />

rate allocations until a timeout (parameter ATDF, of <strong>the</strong> order of 500 ms) expires.<br />

After <strong>the</strong> timeout expires, ACR is reduced to ICR. The burden of implement<strong>in</strong>g UILI<br />

is on <strong>the</strong> switches. However, NIC manufacturers can optionally implement asource-<br />

based UILI policy. The In<strong>for</strong>mative appendix I.8 of <strong>the</strong> ATM Tra c <strong>Management</strong><br />

4.0 speci cation [32] brie y describes some source-based policies <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> jo<strong>in</strong>t<br />

source-based proposal. The purpose of this paper has been to describe and evaluate<br />

<strong>the</strong> per<strong>for</strong>mance of various options.<br />
