7.1.8 Count-Based UILI Proposal<br />

The count-based UILI proposal [44] was made by us. It solved a large subset<br />

of <strong>the</strong> above problems and presented results of an extensive study on bursty tra c<br />

behavior.<br />

Count vs Time<br />

First, <strong>the</strong> count-based proposal removes <strong>the</strong> dependency of <strong>the</strong> ACR reduction<br />

function on <strong>the</strong> time factor, T, which is <strong>the</strong> time s<strong>in</strong>ce <strong>the</strong> last FRM is sent. The<br />

reduction <strong>for</strong>mula suggested is:<br />

ACR = ACR ; ACR TDF<br />

The proposal is called \count-based" because a constant ACR decrease is achieved<br />

by trigger<strong>in</strong>g UILI n times. On <strong>the</strong> o<strong>the</strong>r hand, <strong>the</strong> time-based UILI decreases <strong>the</strong><br />

ACR proportional to <strong>the</strong> time factor, T.<br />

Multiplicative vs Additive Headroom<br />

The count-based proposal uses an additive headroom <strong>for</strong> ACR detection (ACR<br />

S + headroom). Recall that if <strong>the</strong> ACR of <strong>the</strong> source is with<strong>in</strong> <strong>the</strong> headroom, UILI is<br />

not triggered. The problem with multiplicative headroom (ACR TOF S) used <strong>in</strong><br />

<strong>the</strong> August 1995 proposal is that depend<strong>in</strong>g upon <strong>the</strong> value of S it results <strong>in</strong> a large<br />
