7.1.6 December 1995 Proposals<br />

There were three ma<strong>in</strong> proposals <strong>in</strong> December 1995: <strong>the</strong> time-based proposal<br />

[8, 66, 68], our count-based proposal [44], and <strong>the</strong> switch-based proposal [73]. The<br />

time-based and <strong>the</strong> count-based proposals were later comb<strong>in</strong>ed <strong>in</strong>to one jo<strong>in</strong>t proposal.<br />

The ATM Forum voted between <strong>the</strong> switch-based proposal and <strong>the</strong> jo<strong>in</strong>t source-based<br />

proposal.<br />

7.1.7 Unresolved UILI Issues<br />

The follow<strong>in</strong>g were <strong>the</strong> unresolved issues <strong>in</strong> UILI <strong>in</strong> December 1995. Essentially,<br />

a UILI proposal which works <strong>for</strong> both source-bottlenecked and bursty sources was<br />

desired.<br />

How toavoid UILI from a ect<strong>in</strong>g <strong>the</strong> normal rate <strong>in</strong>crease (ramp up) of sources<br />

?<br />

How long should <strong>the</strong> switch feedback be ignored after an ACR adjustment ?<br />

How to ensure good throughput and response time <strong>for</strong> bursty sources hav<strong>in</strong>g<br />

small, medium and large active periods, when <strong>the</strong> idle periods are small, medium<br />

or large ?<br />

The oor of <strong>the</strong> August 1995 UILI ACR reduction function is ICR. If <strong>the</strong> source<br />

rate, S, is larger than ICR, <strong>the</strong> ACR may be reduced below <strong>the</strong> source rate down<br />

to ICR. We want a reduction function which does not decrease <strong>the</strong> ACR below<br />

<strong>the</strong> source's rate, S.<br />

\Headroom" measures how much <strong>the</strong> ACR is greater than <strong>the</strong> source rate, S,<br />

when it is declared as not an ACR reta<strong>in</strong><strong>in</strong>g source. Should <strong>the</strong> headroom be<br />
