not hear from <strong>the</strong> network or has not decreased its rate dur<strong>in</strong>g <strong>the</strong> same period.<br />

In April 1995, several aws with this proposal were corrected. Fur<strong>the</strong>r, <strong>the</strong> ACR<br />

decrease function was found to be too aggressive and was changed to a harmonic<br />

function:<br />

1/ACRn =1/ACRo + T/RDF<br />

The time `T' <strong>in</strong> <strong>the</strong> function is now <strong>the</strong> time which has transpired s<strong>in</strong>ce <strong>the</strong><br />

last <strong>for</strong>ward RM cell was sent. In <strong>the</strong> May and June 1995 meet<strong>in</strong>gs several o<strong>the</strong>r<br />

side e ects were identi ed and corrected. For example, it was felt that <strong>the</strong> decrease<br />

function should not reduce <strong>the</strong> ACR below <strong>the</strong> negotiated Initial Cell <strong>Rate</strong> (ICR),<br />

because <strong>the</strong> source is allowed to start at that rate after an idle period. Kenney [61]<br />

observed that <strong>the</strong> harmonic ACR reduction <strong>for</strong>mula was di cult to implement and<br />

proposed a l<strong>in</strong>ear reduction <strong>for</strong>mula, which was similar to, but less aggressive than<br />

<strong>the</strong> February proposal:<br />

ACRn = ACRo(1 ; T TDF)<br />

`TDF' is a new parameter called \Timeout Decrease Factor". Incorporat<strong>in</strong>g <strong>the</strong>se<br />

changes, <strong>the</strong> <strong>ABR</strong> SES (source) speci cation <strong>in</strong> August 1995 read as follows:<br />

\5. Be<strong>for</strong>e send<strong>in</strong>g a <strong>for</strong>ward <strong>in</strong>-rate RM-cell, if <strong>the</strong> time T that has elapsed s<strong>in</strong>ce<br />

<strong>the</strong> last <strong>in</strong>-rate <strong>for</strong>ward RM-cell was sent is greater than TOF*Nrm cell <strong>in</strong>tervals of<br />

(1/ACR), and if ACR > ICR, <strong>the</strong>n:<br />

a) ACR shall be reduced by at least ACR * T * TDF, unless that reduction would<br />

result <strong>in</strong> a rate below ICR, <strong>in</strong> which case ACR shall be set to ICR, and TDF is equal<br />

to TDFF/RDF times <strong>the</strong> smallest power of 2 greater or equal to PCR, TDFF = f<br />
