comb<strong>in</strong>ed with an aggressive queue threshold<strong>in</strong>g policy improves e ciency over<br />

EPRCA. The scheme is optimistic <strong>in</strong> <strong>the</strong> sense that even if <strong>the</strong>re is a s<strong>in</strong>gle<br />

unconstra<strong>in</strong>ed connection and <strong>the</strong> switch is not fully loaded, <strong>the</strong> allocated rates<br />

<strong>in</strong>crease lead<strong>in</strong>g to high utilization.<br />

The drawbacks of <strong>the</strong> scheme are as follows:<br />

The scheme measures nei<strong>the</strong>r <strong>the</strong> aggregate load (demand), <strong>the</strong> aggregate <strong>ABR</strong><br />

capacity, nor <strong>the</strong> number of active sources at any po<strong>in</strong>t of time. This leads to<br />

<strong>in</strong>accurate control when <strong>the</strong> <strong>in</strong>put load does not equal <strong>the</strong> sum of <strong>the</strong> declared<br />

rates.<br />

The scheme depends heavily on <strong>the</strong> queue threshold<strong>in</strong>g, and parameterized con-<br />

trol to achieve e ciency. In o<strong>the</strong>r words, it does not explicitly try to match<strong>ABR</strong><br />

demand with <strong>the</strong> <strong>ABR</strong> capacity, but <strong>in</strong>directly controls it look<strong>in</strong>g at <strong>the</strong> queue<br />

length. As we shall describe later <strong>in</strong> this <strong>the</strong>sis, <strong>the</strong> queue length alone is not a<br />

good metric <strong>for</strong> detect<strong>in</strong>g congestion, and this approach may lead to oscillations<br />

especially when <strong>the</strong> <strong>ABR</strong> demand and capacity are both highly variable.<br />

The scheme uses CI bit sett<strong>in</strong>g <strong>in</strong> cases where ER sett<strong>in</strong>g becomes unreliable.<br />

This approach may result <strong>in</strong> unfairness especially when <strong>the</strong> load is variable.<br />

Ano<strong>the</strong>r e ect of parametric control is longer transient convergence times.<br />

The queue threshold<strong>in</strong>g procedure requires a number of parameters to be set.<br />

These parameters are sensitive to <strong>the</strong> round-trip time and feedback delay. In<br />
