Dr. JoséNeyraUpon his retirement as lecturer from that teaching institution, he was given the title<strong>of</strong> Emeritus Pr<strong>of</strong>essor, in recognition <strong>of</strong> his important and dedicated labor for the benefit<strong>of</strong> new generations <strong>of</strong> doctors.Between 1951 and 1953, he worked in France conducting studies on tuberculosis,leprosy and BCG. Years later, he returned to that country to continue his studies on tuberculosis,and in 1970, he traveled to Italy with the same objective.Among the most important awards received during his career are the HipólitoUnanue Order and the Daniel A. Carrión Order, with the rank <strong>of</strong> Grand Officer.He has twice been Secretary <strong>of</strong> the St. Ferdinand Medical School, and has been Secretary<strong>of</strong> the Peruvian Medical Federation and <strong>of</strong> the Third Regional Council <strong>of</strong> the PeruvianMedical Association. He was incorporated as Associate Member <strong>of</strong> the NationalMedical Academy in 1991, and was appointed Standing Member in 1994. He is an HonoraryMember <strong>of</strong> the Peruvian Health Academy, since the foundation <strong>of</strong> that institution,on December 1993. In 1994 through 1995, he was the Dean <strong>of</strong> the Peruvian Medical Association.From 1995 to 1998, he was representative <strong>of</strong> the Peruvian Pr<strong>of</strong>essional Associationsbefore the National Council <strong>of</strong> the Magistracy.Dr. Neyra has carried out various research works: “The Immunological Correlations<strong>of</strong> Leprosy with Tuberculosis. Their Practical Application”; “BCG Vaccination in LeprosyProphylaxis,” which was his thesis upon graduating in Medicine (1950), and others, suchas “Immunology <strong>of</strong> Leprosy,” “BCG Vaccination in Leprosy Prophylaxis. Work Plan in theNorth-East,” “Climate and Tuberculosis. Historical Aspects,” “The Antagonism <strong>of</strong> Leprosyin Tuberculosis. Epidemiological Considerations in Peru,” “Tuberculosis in Individualsover 50,” “Yellow Fever in Peru” and “The Plague in Peru,” “The Peruvian Wart inthe Ancash Department”; the publication <strong>of</strong> his book, Historical Images <strong>of</strong> PeruvianMedicine (1999), must also be pointed out.Figure 17. Dr. AizicCotlearAizic Cotlear 15Aizic Cotlear is a dermatologist, Doctor in Medicine; born in Lima in 1927 (Figure 17).He did his residency in <strong>Dermatology</strong> at New York University, Bellevue Medical Center,Skin and Cancer Unit, where he continued his studies until 1955.He had intense activity in the field <strong>of</strong> Leprology between 1957 and 1976. During thistime, he had assignments as Head Doctor <strong>of</strong> the National Anti-Leprosy Service at theMinistry <strong>of</strong> Public Health.Between 1958 and 1970, he was Consultant to the Occupational Health Institute. Simultaneously,he carried out important treatment work in <strong>Dermatology</strong>, as Head Doctor<strong>of</strong> the Dermatological Academic and Treatment Service <strong>of</strong> National Higher University <strong>of</strong>St. Mark (UNMSM) at the Dos de Mayo Hospital location, between 1962 and 1983.In 1968, he was elected Head <strong>of</strong> the Medical Department <strong>of</strong> the St. Ferdinand MedicalSchool, a post he held up to 1969. He was later appointed Director <strong>of</strong> the AdvancedAcademic Program <strong>of</strong> the UNMSM, which he held until 1971.Some <strong>of</strong> his most outstanding research works are, in the field <strong>of</strong> Leprology, “Preparation<strong>of</strong> the Anti-Reticular Cytotoxic Serum and its Application to Leprosy,” and in Occupational<strong>Dermatology</strong>, “Arsenic and Occupational Dermatoses.” His publicationsearned him special recognition, which included being appointed Consultant in Leprosy <strong>of</strong>the National Institutes <strong>of</strong> Health and being incorporated as Member <strong>of</strong> the New YorkAcademy <strong>of</strong> Sciences.He is member <strong>of</strong> various important scientific institutions and pr<strong>of</strong>essional societies inPeru and abroad, including the <strong>American</strong> Academy <strong>of</strong> <strong>Dermatology</strong>, as well as being anactive member <strong>of</strong> the New York Academy <strong>of</strong> Sciences.Among other congresses, he has, since 1970, attended the yearly meetings <strong>of</strong> the<strong>American</strong> Academy <strong>of</strong> <strong>Dermatology</strong>, an institution <strong>of</strong> which he is a lifetime member.322
