<strong>Licensing</strong> Committee acting as the <strong>Licensing</strong> Authority. These can be expected to be madewith reference to the <strong>Statement</strong> <strong>of</strong> <strong>Licensing</strong> <strong>Policy</strong>. These representations may refl ect views<strong>of</strong> the council; acting as the Principal Litter Authority or as the Waste Collection Authority or asthe Waste Disposal Authority.4. Unless “relevant representations” are made by the responsible authorities or “interestedparties” (residents and businesses in the vicinity) that are related to the licensing objectives,the application must be granted. The licence will be subject to those conditions that giveeffect to the Operating Schedule. If the licence includes the sale <strong>of</strong> alcohol, it must specify thedesignated premises supervisor and the mandatory conditions on the sale <strong>of</strong> alcohol. Thereare also mandatory conditions for fi lm exhibition and on door supervision.5. If the relevant representations are withdrawn, possibly after mediation and revision <strong>of</strong> theOperating Schedule, the <strong>Licensing</strong> Authority must grant the application. If the representationsstand but all parties agree that there is no need to hold a hearing, the <strong>Licensing</strong> Authority candecide the application without holding a hearing but this function cannot be delegated fromthe <strong>Licensing</strong> Sub Committee.98
