Appendix 2. Applications1. The council’s <strong>Licensing</strong> Committee, through its Sub Committees, and the powers delegatedto <strong>of</strong>fi cers as detailed in Appendix 3, is responsible for the determination <strong>of</strong> applications <strong>of</strong> thefollowing types:• Premises licences• Provisional statements• Club premises certifi cates• Temporary event notices• Personal licences for the sale or supply <strong>of</strong> alcohol.Those activities under the <strong>Licensing</strong> Act 2003 which require a licence or other authorisationinclude the following:• the sale <strong>of</strong> alcohol by retail• the supply <strong>of</strong> alcohol to a member <strong>of</strong> a club• the provision <strong>of</strong> regulated entertainment• the provision <strong>of</strong> late night refreshment.See the Glossary for fuller defi nitions <strong>of</strong> licensable activities.Variation <strong>of</strong> a licence2. An application for a variation must be advertised in accordance with regulations and thecouncil will expect applications to be advertised to residents and businesses in the vicinity.Applications must be notifi ed to the “responsible authorities”. These must be accompaniedby an “Operating Schedule” setting out what licensable activities the premises will be used forand any other hours when it will be open to customers or members. The Operating Scheduleshould be prepared after an applicant’s assessment <strong>of</strong> the effect <strong>of</strong> the grant <strong>of</strong> the licence onthe licensing objectives. Applicants are advised to consult the “responsible authorities” whenthey do this.3. The council is itself the responsible authority for the prevention <strong>of</strong> pollution <strong>of</strong> the environmentincluding noise, and for health and safety (in most cases) and trading standards and is theplanning authority. Acting in any <strong>of</strong> these capacities, it may make representations to the97
