RestaurantRestaurant is defi ned as premises where alcohol is served only to seated customerswho are dining, where any ancillary bar area is only for customers waiting to dine atthose premises. See Paragraph 2.5.2 for further details.Safer clubbing‘Safer Clubbing’ is guidance published by the Home Offi ce (Drugs Prevention AdvisoryService and the London Drug <strong>Policy</strong> Forum) January 2002. The key issues identifi edare:• Prevention <strong>of</strong> overcrowding• Air conditioning and ventilation• Availability <strong>of</strong> drinking water• Further measures to combat overheating• Overall safety.Security Industry Authority (SIA)The Security Industry Authority was set up by the Private Security Industry Act 2001.The key role for the SIA involves the managing and issuing <strong>of</strong> licences for peopleworking in particular areas <strong>of</strong> the private security business. Another crucial area forthe future is developing an approved contractor scheme. More details are available atwww.the-sia.org.ukSex establishment licencesThese are defi ned in Schedule 3 <strong>of</strong> the Local Government Miscellaneous ProvisionsAct 1982. They are required for sex shops, and for sex cinemas, and sex encounterpremises that are not providing regulated entertainment or late night refreshmentauthorised under the <strong>Licensing</strong> Act 2003.Stress AreasThree such areas, the West End Stress Area, the Edgware Road Stress Area and theQueensway/Bayswater Stress Area have been designated.
