We looked, for example, at the effects <strong>of</strong> our Stress Areas policies, both inside and outside the areasconcerned. We concluded that the policies should be retained, but there was a need to explain moreclearly how exceptions to these strict policies might be made.We have also looked at other ways in which the high levels <strong>of</strong> cumulative impact in the Stress Areasmight be reduced, as well as how problems outside them should be addressed. Here our focus is onusing intelligence - gathered from stakeholders, residents and other businesses - to tackle problemsand target the particular premises that are creating them. A range <strong>of</strong> enforcement approachesare then available to the council, ranging from advice and warnings, to reviews <strong>of</strong> licences andprosecutions. In Stress Areas the measures taken will refl ect the contribution that the premises aremaking to the problems in the local area.New legislation, since 2003, has also changed the way businesses operate and how they impact onlicensing objectives. The Gambling Act 2005 has changed the ways that casinos can operate, sothat they no longer have to be members only clubs and can operate later. All licensed premises havebeen affected by the “smoking ban”, introduced under the Health Act 2006. The numbers <strong>of</strong> peoplegathering outside premises has increased since the ban and this revised <strong>Statement</strong> refl ects thesenew conditions.The council has now granted around 3,000 unifi ed premises licences. With these available onlineall involved - operators, regulators and residents and businesses alike - can know exactly what isexpected in the running <strong>of</strong> premises.This revised <strong>Statement</strong> <strong>of</strong> <strong>Licensing</strong> <strong>Policy</strong> will continue to be in use as new licences and variationsare considered at weekly meetings <strong>of</strong> the <strong>Licensing</strong> Sub Committee. We believe the policy strikesa fair yet robust balance between the need to accommodate and support licensed activities, soimportant to parts <strong>of</strong> the city, with the need to ensure a high quality <strong>of</strong> life for all who live, visit or workin this wonderful city.9
