3.2 Management and enforcementapproach3.2.1 It is essential that licensed premises operate in accordance with the <strong>Licensing</strong> Act andto ensure the promotion <strong>of</strong> the licensing objectives. Part <strong>of</strong> the <strong>Licensing</strong> Authority’srole is to monitor premises and take appropriate action to ensure that the licensingobjectives are promoted.3.2.2 In accordance with revised Guidance, paragraphs 13.21,13.22, the <strong>Licensing</strong>Authority will work alongside the Metropolitan Police in promoting the licensingobjectives. Protocols will be agreed as appropriate between the police and the councilon the responsibilities and procedures for joint working and enforcement.3.2.3 The council in its role as the <strong>Licensing</strong> Authority will also work in partnership with theFire Authority to promote the licensing objectives. Protocols as appropriate will beagreed between the London Fire & Emergency Planning Authority (LFEPA) and thecouncil on responsibilities and procedures for joint working and enforcement.3.2.4 The council has an established Corporate Enforcement <strong>Policy</strong> agreed on16 June 2003 based around consistency, transparency and proportionalitywhich can be viewed on the council’s website at www.westminster.gov.uk/councilgovernmentanddemocracy/councils/decisionmaking/enforcement.cfmThe council has also adopted the Enforcement Concordat that can also be viewed onthe website.3.2.5 Inspection and enforcement under the <strong>Licensing</strong> Act 2003 will be based on theprinciples <strong>of</strong> risk assessment, having a graduated response and targeting problempremises. Inspections will not be undertaken routinely. Enforcement <strong>of</strong> the legislationwill be objective and transparent.3.2.6 An intelligence led approach will be adopted and information regarding incidents <strong>of</strong>violent crime, disorder and nuisance in and around licensed premises will be collatedto provide a risk assessment basis for inspection and, where appropriate, surveillance.84
