3.1.6 The council will utilise “works conditions” to the effect that the premises will notbe operated until specifi ed works are completed or measures put in place to thesatisfaction <strong>of</strong> the relevant responsible authorities. This is an expedient way <strong>of</strong>resolving technical matters which cannot be readily determined at hearings.3.1.7 The council may publish and from time to time review a set <strong>of</strong> “model conditions”which may be used either by the applicant when completing an Operating Schedule orby the council when considering granting an application, to identify conditions whichmay be appropriate in the individual circumstances at an application. These conditionssupplement the pools <strong>of</strong> conditions in Annex D <strong>of</strong> revised Guidance. It is important thatthey should not be applied universally and treated as standard conditions irrespective<strong>of</strong> circumstances.83
