The proper regulation <strong>of</strong> sex related entertainment requires arange <strong>of</strong> conditions to be imposed and supervised by the <strong>Licensing</strong> Authority and thespecialist units <strong>of</strong> the police. The specialist resources to do this are limited and suchnecessary regulation cannot be operated if sex related entertainment is provided onan incidental or casual basis or in a great number <strong>of</strong> premises.Conditions2.5.57 If nudity or partial nudity forms part <strong>of</strong> the entertainment (eg striptease, pole or lapdancing), or is part <strong>of</strong> the operation <strong>of</strong> the premises (eg topless or fetish bars andclubs), the <strong>Licensing</strong> Authority will attach conditions to any such premises licence itmay grant to promote the licensing objectives. These will include conditions relating to• the exclusion <strong>of</strong> persons under 18 at all times from premises where these activitiestake place• the prevention <strong>of</strong> views into the premises• prohibiting exterior advertising <strong>of</strong> the sex related entertainment at the premises• the leafl eting or touting for business.Conditions will be imposed requiring that all service is to seated customers; prohibitingthe participation <strong>of</strong> customers in performances and maintaining a minimum distance<strong>of</strong> one metre between performers and customers, and between performers duringperformance. This is to ensure that it can be easily observed that no touching, or otheracts that would constitute disorder, take place. There will also be conditions on theinstallation and operation <strong>of</strong> CCTV and retaining recordings <strong>of</strong> performances and onthe employment <strong>of</strong> supervisors. The <strong>Licensing</strong> Authority may attach other conditionsas appropriate.2.5.58 To prevent the proliferation <strong>of</strong> such premises, applications for premises which providemusic, dancing and late night refreshment, that do not specify that there will notbe any adult entertainment, services or other entertainment which may give rise toconcern in respect <strong>of</strong> children in the relevant part <strong>of</strong> the application (currently Box N onpage 13 <strong>of</strong> the application form will), be asked to accept a “no nudity” condition.77
