Introduction/definition2.5.51 In this <strong>Licensing</strong> <strong>Policy</strong>, the term ‘combined use premises’ means premises whichneed a licence under the <strong>Licensing</strong> Act 2003 and operate in different ways where thereis more than one use, and the uses are not dependent on or part <strong>of</strong> the other usesie ancillary to them. These types <strong>of</strong> premises sometimes operate in different waysthroughout the day and night and may vary their operation over the days <strong>of</strong> the week;foroperating as café cum bar cum nightclub, restaurant cum nightclub, public housecum restaurant, or bar cum performance venue.Combined use premises(i)(ii)(iii)<strong>Policy</strong> COMB1Where a premises proposes to operate as a ‘combined use premises’applications will be considered on their merits with regard to each <strong>of</strong> therelevant policies eg Policies CD1, PS1, PN1 CH1 STR1 and HRS1.The <strong>Licensing</strong> Authority will take into account the current and proposed use <strong>of</strong>the premises when considering what weight is to be given to the relevant usesand policies. It will take into account what is the primary use <strong>of</strong> the premises, ifany, and which licensable activities are proposed outside the core hours (seepolicy HRS1).It will consider any premises which includes any pub or bar use or providesfacilities for take-away hot food and drink or for music and dancing primarilyunder the policies specifi c to those uses egPB1&PB2, TAW1&TAW2,MD1&MD2.Reasons for <strong>Policy</strong> COMB12.5.52 In recent years, there has been a rapid development <strong>of</strong> new entertainment andleisure concepts including chameleon bars that change over the course <strong>of</strong> the day,superpubs, gastropubs and multi-attraction entertainment complexes. As a result,the conceptual boundaries between premises such as pubs, restaurants and otherentertainment venues are increasingly becoming blurred and diffi cult to defi ne. Thispolicy has been developed to meet these changing circumstances.73
