2.5.36 There is particular concern in the Stress Areas where there has been a growth in thenumber <strong>of</strong> entertainment premises and other licensed premises (see Appendices 12and 14). On this basis the <strong>Licensing</strong> Authority considers that the grant <strong>of</strong> variationsor new licences for premises <strong>of</strong>fering facilities for music and dancing in the StressAreas should be limited to exceptional circumstances. See paragraphs 2.4.3 -2.4.6 onexceptional circumstances.2.5.37 Outside the Stress Areas, more scope has been provided for the establishment <strong>of</strong> newpremises licences where they are not in confl ict with the licensing objectives.Conditions2.5.38 The <strong>Licensing</strong> Authority will expect the applicant to provide an operating schedule thatdetails the drug policy in operation at the premises. It may require a condition thatcustomers entering the premises are subject to searches by trained door supervisors,together with conditions in line with the recommendations in “Safer Clubbing”.2.5.39 The <strong>Licensing</strong> Authority will have regard to measures to prevent crime and disorder, asoutlined in Appendix 7 and 9, and in guidelines on crime prevention such as “Safe andSound” 1 5and will impose conditions as appropriate.5 “Safe and Sound” guidance leaflet on safety with regard to drugs and weapons published by the Metropolitan Police 200465
