drinkers, and other people who are seriously addicted to alcohol, may be drawn toshops that sell alcohol earlier in the morning than other premises and create publicnuisance. Where there are representations on problems <strong>of</strong> late night disorder (theseare generally the Stress Areas) the hours when alcohol may be sold for consumption<strong>of</strong>f the premises may be conditioned to be less than the generally granted core hours.2.5.23 When requested by the police, the <strong>Licensing</strong> Authority may impose conditionsthat there should be no sale <strong>of</strong> alcoholic beverages over a specifi ed limit <strong>of</strong>alcohol by volume or <strong>of</strong> specifi ed quantities (eg <strong>of</strong> beers, lagers and ciders over5.5% alcoholic content by volume). Other conditions may be imposed directed atreducing problematic street drinking. There will be concerns over irresponsible drinkpromotions that do not follow best practice, that would appeal to underage drinkers orstreet drinkers or encourage excessive consumption.2.5.24 The <strong>Licensing</strong> Authority will impose, where necessary to promote the licensingobjectives, conditions on the checking <strong>of</strong> the age <strong>of</strong> those who appear under21 to ensure that alcohol is not sold to those under 18, and those under 16 areaccompanied in alcohol led premises as suggested in the Effective ManagementChecklist Appendix 7.2.5.25 In appropriate cases, the hours <strong>of</strong> selling alcohol for consumption <strong>of</strong>f the premisesmay be conditioned, to cease the supply <strong>of</strong> alcohol before the hours <strong>of</strong> premises inthe vicinity supplying alcohol for consumption on the premises. This is to discouragethe consumption <strong>of</strong> alcohol on the streets after premises in the vicinity selling alcoholfor consumption on the premises have closed.59
