2.4.17 Taking revised Guidance into account, and also the continued existence <strong>of</strong> someserious problems <strong>of</strong> nuisance in the Stress Areas, the <strong>Licensing</strong> Authority may,in determining reviews <strong>of</strong> individual premises licences in a Stress Area, take intoaccount the fact that the premises are in an area <strong>of</strong> special policies on cumulativeimpact, when considering what steps are appropriate to take to promote the licensingobjectives. The fact that premises are in an area where special policies on cumulativeimpact apply cannot <strong>of</strong> itself be the grounds for revoking a licence on review. However,in deciding what steps it should take to promote the licensing objectives, the <strong>Licensing</strong>Authority will take into account the effect the premises licence and its operationhave on the licensing objectives, within the context <strong>of</strong> the underlying reasons for thedesignation <strong>of</strong> the area as one where for special policies on cumulative impact willapply.Reviews in areas <strong>of</strong> special policies relating to cumulativeimpact - Stress Areas<strong>Policy</strong> STR2In deciding what, steps, if any, are necessary to promote the licensing objectives in thedetermination <strong>of</strong> a review <strong>of</strong> a premises licence in a Stress Area, that the premises arein an area where special policies <strong>of</strong> cumulative impact apply and the need to reducethe cumulative impact <strong>of</strong> licensed premises within the Stress Area, will be taken intoaccount.47
