2.4.11 The council will consider whether <strong>of</strong>fers to set capacities (maximum numbers <strong>of</strong>people to be within the premises) for the fi rst time in premises which have notpreviously had set capacities (generally pubs and bars and restaurants) and <strong>of</strong>fers toreduce capacities, actually do effectively address the underlying reasons for a policyon cumulative impact. There would have to be substantial reductions in relation tothe capacity at which premises had actually been operating. Any proposals for laterhours which <strong>of</strong>fer reducing the capacity will have to be shown to lead to a reduction incumulative impact and represent genuine reductions in the actual number <strong>of</strong> peopleusing the premises at its peak times and late at night and not on days or at timeswhen the premises are less busy. The later the hours sought, the more signifi cant thereduction in capacity would have to be.Special policy on cumulative impact - Stress Areas<strong>Policy</strong> STR1(i)(ii)It is the <strong>Licensing</strong> Authority’s policy to refuse applications in the Stress Areasfor: pubs and bars; late night refreshment premises <strong>of</strong>fering hot food and drinkto take-away; and premises <strong>of</strong>fering facilities for music and dancing; other thanapplications to vary hours within the Core Hours under <strong>Policy</strong> HRS1.Applications for other licensable activities in the Stress Areas will be subjectto other policies, and must demonstrate that they will not add to cumulativeimpact in the Stress Areas.Reasons for the Stress Area <strong>Policy</strong>2.4.12 The reasons for the Stress Area policies and how the boundaries <strong>of</strong> the areas wereidentifi ed are found in Appendix 14. Evidence <strong>of</strong> the effect <strong>of</strong> the cumulative impact <strong>of</strong>licensed premises <strong>of</strong> various types is found in Appendix 12. The <strong>Licensing</strong> Authority’sview is that cumulative impact in the Stress Areas arises mainly from the numbers<strong>of</strong> pubs and bars, music and dance premises and night cafes; especially those withoutside seating or serving hot food to take-away. The <strong>Licensing</strong> Authority wishes toencourage the provision <strong>of</strong> a range <strong>of</strong> entertainment where this is suitable and toreduce the extent <strong>of</strong> dominance <strong>of</strong> pubs, bars and night clubs in the West End StressArea and <strong>of</strong> night cafés in all the Stress Areas.2.4.13 It should be noted that the council employs a range <strong>of</strong> mechanisms to prevent or limitcumulative impact relating to the problems arising from premises, and their customersbehaving badly or unlawfully once away from the premises.
