There is extensive late nightopening and a range <strong>of</strong> closing hours throughout the night. Appendix 13 providesdetails on the hours <strong>of</strong> operation <strong>of</strong> licensed premises across the city. There are wellover 300 premises in <strong>Westminster</strong> with existing licences, which allow the premises tooperate after midnight. These premises retained these hours through the process <strong>of</strong>conversion <strong>of</strong> licences during the transition period and continue to provide a variety <strong>of</strong>later operating times. Appendix 12 illustrates the pressures late at night - the limitedcapacity <strong>of</strong> the transport system to serve the extent <strong>of</strong> late night activity, the extent<strong>of</strong> crime and disorder and the opportunities for crime, issues <strong>of</strong> public nuisance andthe need for a “window <strong>of</strong> opportunity” for the city to be cleaned. In the particularcircumstances <strong>of</strong> <strong>Westminster</strong> with its already extensive late opening, the councilwelcomes the inclusion in Annex D part 4 <strong>of</strong> revised Guidance <strong>of</strong> the Ministerialassurances on the primacy <strong>of</strong> the licensing objectives.38“The hours during which the premises are permitted to be open to the public orto members and their guests can be restricted by the conditions <strong>of</strong> a premises
