2.3 HoursIntroduction/definitions2.3.1 This policy applies to all types <strong>of</strong> premises licences and club premises certifi cates. Itshould be noted that the Operating Schedules must specify both the hours in whichpremises are open to customers and the hours when licensable activities are takingplace. Under <strong>Policy</strong> PN1 hours when servicing refuse and recycling collections maytake place may also be subject to conditions.2.3.2 The council as a <strong>Licensing</strong> Authority is not proposing to set fi xed closing times forparticular areas as urged against in Government‘s revised Guidance (paragraph13.57). It is the intention to generally grant licences or variations to licences wherethe hours proposed are within the ‘core hours’ as set out in <strong>Policy</strong> HRS1. This is not apolicy to refuse applications for hours longer than the core hours. Where a proposalis made to operate outside these core hours each application will be considered onits merits against the criteria as set out in paragraphs (ii) to (iv) below as suggested inrevised Guidance (paragraph 13.40 ). In common with the rest <strong>of</strong> the city, in the StressAreas variations <strong>of</strong> hours within the core hours under <strong>Policy</strong> HRS1 will generally begranted.Hours(i)(ii)<strong>Policy</strong> HRS1Applications for hours within the core hours set out below in this policy willgenerally be granted, subject to not being contrary to other policies in the<strong>Statement</strong> <strong>of</strong> <strong>Licensing</strong> <strong>Policy</strong>.Applications for hours outside the core hours set out below in this policy will beconsidered on their merits, subject to other relevant policies and with particularregard to the following:Criteriaa) The demonstration <strong>of</strong> compliance with relevant criteria in policies CD1, PS1,PN1 associated with the likelihood <strong>of</strong> the effect <strong>of</strong> the grant <strong>of</strong> a licencefor later or earlier hours on crime and disorder, public safety and publicnuisance.b) Whether there is residential accommodation in the proximity <strong>of</strong> the premisesthat would be likely to be adversely affected by premises being open orcarrying out operations at the hours proposed.36
