(xiii)(xiv)(xv)(xvi)If performances or activities are likely to attract children, the number <strong>of</strong> adultsrequired for the supervision <strong>of</strong> children.Where play facilities are provided if an adequate risk assessment has beenmade and appropriate measures taken.The measures to be taken to ensure that those supervising or havingsignifi cant contact with children have been appropriately vetted to ensure thatthey pose no risk to children. Obtaining Enhanced Disclosure from the CriminalRecords Bureau may be appropriate in some cases.Proposals for the provision or arrangement for safe transport for children.Reasons for <strong>Policy</strong> CH12.2.18 <strong>Westminster</strong> is unique in the range <strong>of</strong> entertainment facilities it has to <strong>of</strong>fer and in itsaccessibility from all over London, the South East and nationally. The “bright lights”<strong>of</strong> the West End attract young people from far and near. Young people who aresome distance from their homes are particularly vulnerable, especially underage andinexperienced drinkers.2.2.19 The <strong>Licensing</strong> Authority will expect applicants to consider the measures necessaryto promote the licensing objective <strong>of</strong> protecting children from harm when on thepremises and in the vicinity where it is in the power <strong>of</strong> the applicant to infl uence this.These measures may include staff training on how to control the entry <strong>of</strong> children andyoung people under 18 and the vetting <strong>of</strong> staff who will supervise them. Applicants willhave to give particular regard to these measures in applications for licences involving:(i) the sale <strong>of</strong> alcohol(ii) children’s performances(iii) attractions or performances likely to attract children2.2.20 It is an <strong>of</strong>fence to sell alcohol to children. In this context, children are defi ned asindividuals under 18. The provisions <strong>of</strong> the Act are that unaccompanied children under16 should not be on “premises being used exclusively or primarily for the supply <strong>of</strong>alcohol” (eg “alcohol led” premises such as pubs, bars and nightclubs). In addition,it is an <strong>of</strong>fence to allow unaccompanied children under 16 on premises licensed tosell alcohol for consumption on the premises after midnight but before 05:00. Theprovisions <strong>of</strong> the previous regime under the <strong>Licensing</strong> Act 1964 were that childrenunder 14 should not be allowed in a bar area. This provision has been converted into“embedded” conditions attached to premises licences under the new regime.33
