(viii)(ix)Whether there are defi ned responsibilities and procedures for medical andother emergencies and for calling the emergency services.The levels <strong>of</strong> compliance with conditions on existing licences relating to publicsafety.Reasons for <strong>Policy</strong> PS12.2.6 The council in its role as <strong>Licensing</strong> Authority must try to ensure the safety <strong>of</strong> peoplevisiting and working in licensed premises. The council will need to be satisfi edthat measures to promote public safety including risk assessments, setting safecapacities, adequate means <strong>of</strong> escape, and CCTV are put in place and maintained,if not adequately provided for by other regulatory regimes. There are a considerablenumber <strong>of</strong> premises without fi re safety certifi cates or licences that specify their safecapacities. In addition, crime, disorder and anti-social behaviour inside and in thevicinity <strong>of</strong> licensed premises may threaten public safety and affect perceptions <strong>of</strong>public safety.Conditions2.2.7 Annex D part 2 <strong>of</strong> revised Guidance sets out matters which relate to conditions onpublic safety. Annex E in revised Guidance sets out the Safer Clubbing checklist.These will be used to tailor appropriate and necessary conditions for premiseslicences and club premises certifi cates (revised Guidance, paragraph 13.20). Wherea premises is a vessel for which a current passenger ship certifi cate is in force,the public safety objective can generally be considered to be met in respect <strong>of</strong> thepremises itself where the operation <strong>of</strong> the vessel is in accordance with that certifi cate.2.2.8 Conditions that may be attached to licences by the <strong>Licensing</strong> Authority may includethe following matters, but other conditions related to public safety may also beattached:• Checks on equipment at specifi ed intervals.• Standards to be maintained eg temporary electrical installations to complywith British Standards.• The number <strong>of</strong> people on the premises appropriate to the activities takingplace and reliable ways <strong>of</strong> counting the number <strong>of</strong> people on the premises.25
