2.2.5 Other conditions relating to the deterrence and prevention <strong>of</strong> crime and disorder andinitiatives to reduce crime will be drawn up in liaison with the police to deal with particularpremises or types <strong>of</strong> premises where concerns may arise. (See paragraph 3.0)Public safety<strong>Policy</strong> PS1To promote public safety the <strong>Licensing</strong> Authority will apply the following criteria and takeinto account the following considerations, where relevant, in determining applicationsand reviews:Criteria(i) Whether appropriate and satisfactory general and technical risk assessments,management procedures and certifi cates have been made available to therelevant responsible authority and to the <strong>Licensing</strong> Authority, that demonstratethat the public will be safe within and in the vicinity <strong>of</strong> the premises.Considerations(ii) Whether the premises already have a licence or a fi re certifi cate that specifi es themaximum number <strong>of</strong> people that can attend it or be present and, if not, whether arisk assessment has been undertaken as to the maximum number <strong>of</strong> people whocan be present in various parts <strong>of</strong> the premises, so that they can be operatedsafely and can be evacuated safely in the event <strong>of</strong> an emergency.(iii) Whether there are procedures proposed to record and limit the number <strong>of</strong> peopleon the premises with opportunities for “pass outs” and readmission.(iv) Whether patrons can arrive at and depart from the premises safely.(v) Whether there may be overcrowding in particular parts <strong>of</strong> the premises;(vi) Whether music and dance venues and performance venues will use equipmentor special effects that may affect public safety (eg moving equipment, vehicles,pyrotechnics, strobe lights, smoke machines).(vii) Whether due account has been given to the measures outlined in ‘Safer3Clubbing’ 1 in applications for facilities for music and dancing. The key areasidentifi ed are:• prevention <strong>of</strong> overcrowding• air conditioning and ventilation• availability <strong>of</strong> drinking water• further measures to combat dancers and others overheating• overall safety243 Safer Clubbing’ published by the Home Office (Drugs Prevention Advisory Service and the London Drug <strong>Policy</strong> Forum) January2002.
