Other premises may have to regardthese matters in exceptional circumstances.Reasons for Policy CD12.2.2 The Licensing Authority will expect applicants to explain in their Operating Schedulehow the operation of the premises will promote the prevention of crime and disorder.For pubs, bars and premises with facilities for music and dancing (eg night clubs), aspecifi c assessment is needed of how the risks of violence and crime in the premisesand the vicinity will be managed. This is attached as Appendix 9. Details of the issuesassociated with crime and disorder, public safety, and public nuisance are outlined inAppendix 12. Westminster Police’s policy statement is attached as Appendix 10.Conditions2.2.3 Annex D part 1 of the Secretary of State’s revised Guidance sets out matters thatmay be relevant to the imposition of conditions relating to crime and disorder onlicensed premises. The Licensing Authority will tailor appropriate and necessaryconditions for premises licences and club premises certifi cates. Since the matters setout in Guidance and this Statement of Licensing Policy cannot cover every possiblescenario, the council will liaise with the police for advice on appropriate conditionsfor particular premises. Conditions attached to premises licences and club premisescertifi cates will, as far as possible, refl ect local crime prevention strategies assuggested in revised Guidance (paragraph 13.55).22
2.2.4 The Licensing Authority may impose a range of conditions on premises licences orclub premises certifi cates, which include matters referred to in revised Guidance(paragraph 10.43 and Annex D):• Prescribed capacity of premises.• Requirements for an appropriate ratio of tables and chairs to customers,based on capacity, and for areas to be allocated permanently for seatedcustomers in order to prevent overcrowding, which can lead to disorder andviolence.• A requirement for Security Industry Authority registered door supervisorsto control numbers of persons entering the premises and to deny entry toindividuals who appear drunk, disorderly or intent on crime.• Requirements that drinking vessels be made of toughened glass or plastic orother materials that do not form a sharp edge when broken, and that glassbottles are not passed to customers; This may be a particular concern ifdrinks are to be consumed outside premises.• Restrictions on drinking in areas within and outside the premises.• Limitations on the types of promotions of alcoholic drinks, so as not toencourage excessive drinking, or drunkenness 1 2;• Procedures for checking the ages of young people who appear under 21 toensure that alcohol is not sold to those under 18, and that those under 16are accompanied in alcohol-led premises.• The maintenance of good order by the management, particularly wherealcohol is supplied for consumption and where large numbers of people areadmitted.• Dedicated text, pager or other remote communications betweenmanagement teams, and local police stations and other licensed premisesto provide early warning of disorder.• Warning signs about crime prevention measures.• Clear policies and measures to prevent weapons or illegal drugs beingbrought onto the premises and measures to discourage the use of illegaldrugs.• The installation and maintenance of appropriately sited closed circuittelevision cameras (CCTV) to be operational during the period of the licence,and other appropriate times both inside and immediately outside thepremises which can provide images of a suitable quality for use as evidence.2 Reference should be made to codes of good practice from responsible authorities and from the industry, such as the BritishBeer and Pub Association’s Guidance on Point of Sale Promotions23
