(iii)(iv)(v)Whether the layout, lighting and fi ttings <strong>of</strong> the premises have been designedso as to minimise confl ict and opportunities for crime and disorder (seeAppendix 7).Whether the Operating Schedule includes appropriate management measuresto prevent crime and disorder (see Appendix 7).Whether the Operating Schedules for pubs and bars or for the provision<strong>of</strong> facilities for music and dancing have taken into account: the number <strong>of</strong>people who may be admitted to the premises and the possibility <strong>of</strong> crowdingincreasing the likelihood <strong>of</strong> crime and disorder, the areas set aside for drinkingwhile standing at any time when any licensable activity is taking place, and <strong>of</strong>the measures set out in Appendix 9 to help prevent crime and disorder and<strong>of</strong>fences under the <strong>Licensing</strong> Act 2003. Other premises may have to regardthese matters in exceptional circumstances.Reasons for <strong>Policy</strong> CD12.2.2 The <strong>Licensing</strong> Authority will expect applicants to explain in their Operating Schedulehow the operation <strong>of</strong> the premises will promote the prevention <strong>of</strong> crime and disorder.For pubs, bars and premises with facilities for music and dancing (eg night clubs), aspecifi c assessment is needed <strong>of</strong> how the risks <strong>of</strong> violence and crime in the premisesand the vicinity will be managed. This is attached as Appendix 9. Details <strong>of</strong> the issuesassociated with crime and disorder, public safety, and public nuisance are outlined inAppendix 12. <strong>Westminster</strong> Police’s policy statement is attached as Appendix 10.Conditions2.2.3 Annex D part 1 <strong>of</strong> the Secretary <strong>of</strong> State’s revised Guidance sets out matters thatmay be relevant to the imposition <strong>of</strong> conditions relating to crime and disorder onlicensed premises. The <strong>Licensing</strong> Authority will tailor appropriate and necessaryconditions for premises licences and club premises certifi cates. Since the matters setout in Guidance and this <strong>Statement</strong> <strong>of</strong> <strong>Licensing</strong> <strong>Policy</strong> cannot cover every possiblescenario, the council will liaise with the police for advice on appropriate conditionsfor particular premises. Conditions attached to premises licences and club premisescertifi cates will, as far as possible, refl ect local crime prevention strategies assuggested in revised Guidance (paragraph 13.55).22
