2.2 Policies supporting each <strong>of</strong> thelicensing objectivesIntroduction/definitions2.2.1 These policies are intended to help applicants by setting out criteria andconsiderations that they should have in mind when drawing up an OperatingSchedule. Whereas the criteria, because they relate to the licensing objectives, willapply to all applications to some degree, the considerations listed may not necessarilyapply or apply equally to all applications. These considerations have been developedwith reference to the licensing objectives and in consultation with the responsibleauthorities. They therefore alert applicants to the matters that responsible authoritieswill be likely to consider when deciding whether to make representations on anapplication or whether to call for a review. They also draw the attention <strong>of</strong> applicantsto matters that are likely to be the subject <strong>of</strong> conditions designed to promote thelicensing objectives, that may be attached to the grant <strong>of</strong> a licence.Prevention <strong>of</strong> crime and disorder<strong>Policy</strong> CD1To prevent crime and disorder, the <strong>Licensing</strong> Authority will apply the following criteriaand take into account the following considerations, where relevant, in determiningapplications and reviews:Criteria(i) Whether the premises make or will make a signifi cant contribution to levels<strong>of</strong> crime and disorder, and whether the Operating Schedule is based on anadequate risk assessment, undertaken by the applicant, <strong>of</strong> the likelihood <strong>of</strong>crime and disorder occurring as a result <strong>of</strong> the grant <strong>of</strong> the application.Considerations(ii) In deciding this, regard will be had to: the levels <strong>of</strong> crime and disorder in andaround the venue; the proposals contained in the operating schedule; the level<strong>of</strong> compliance to conditions on existing licences; and the extent to which theMetropolitan Police’s effective management checklist (see Appendix 7) hasbeen taken into account. This provides a comprehensive but not exhaustive list<strong>of</strong> considerations, not all <strong>of</strong> which will be applicable to all premises.21
