2.1.4 Revised Guidance in paragraph 13.32 states “The absence <strong>of</strong> a special policy doesnot prevent any responsible authority or interested party making representationson a new application for the grant, or variation, <strong>of</strong> a licence on the grounds that thepremises will give rise to a negative cumulative impact on one or more <strong>of</strong> the licensingobjectives”. There will not be a policy presumption against grant <strong>of</strong> a premiseslicence outside the Stress Area on the grounds <strong>of</strong> cumulative impact. However theoverall effect <strong>of</strong> the grant <strong>of</strong> the licence will be considered in relation to evidence <strong>of</strong>cumulative impact on the licensing objectives.2.1.5 When relevant representations are made, the <strong>Licensing</strong> Authority will apply the relevantparts <strong>of</strong> these policies in relation to applications including those for provisionalstatements, for variations to premises licences and to similar applications related toclub premises certifi cates for qualifying clubs for:• a new licence• an increase in the capacity <strong>of</strong> the premises• an extension in the hours <strong>of</strong> operation <strong>of</strong> the premises• a change to the way the premises operate in regard to the OperatingSchedule, which will have an impact on the promotion <strong>of</strong> the licensingobjectives• varying an existing condition attached to a premises licence, which will havean impact on the promotion <strong>of</strong> the licensing objectives2.1.6 As described in revised Guidance (paragraph 8.33-34), these policies will not apply toapplications to change the name or address <strong>of</strong> someone named in the licence or anapplication to vary the licence to specify a new individual as the designated premisessupervisor.20
