2.1 <strong>Policy</strong> approach2.1.1 The council as a <strong>Licensing</strong> Authority only has discretion on whether to grantapplications for new premises licences or variations to licences (see Appendix 2), andto impose conditions on granting licences if representations relevant to the licensingobjectives are made by “interested parties” (local residents and businesses) or by“responsible authorities“ (see Glossary) in due time. Otherwise, the <strong>Licensing</strong> Authoritymust grant all applications for premises licences. Therefore, the <strong>Licensing</strong> Authoritywill only consider these policies when such relevant representations have been made.There are four types <strong>of</strong> policy in this statement:• Policies supporting each <strong>of</strong> the licensing objectives (Policies CD1, PS1,PN1 and CH1). These apply to all applications. They contain criteria andconsiderations that will be relevant depending on the type and nature <strong>of</strong> theapplication. They refer to matters that may be the subject <strong>of</strong> conditions.• A policy on hours (<strong>Policy</strong> HRS1) on the considerations that will apply to allapplications.• A special policy STR1 on cumulative impact that applies only in the StressAreas (see Appendices 14 and 15).• Policies that apply to various types <strong>of</strong> licensable activities. These outlinethe way the criteria and considerations will be applied. They refl ect thelikely impact <strong>of</strong> types <strong>of</strong> licensable activities and the council’s intention topromote cultural and age diversity, in order to further the licensing objectives<strong>of</strong> the prevention <strong>of</strong> crime and disorder and <strong>of</strong> public nuisance. Policies onlicensable activities are set out below:• Restaurants and late night refreshment premises (RLN1&2)• Premises selling hot take-away food and drink (TAW1&2)• Public Houses and bars (PB1&2)• Sale <strong>of</strong> alcohol for consumption <strong>of</strong>f the premises (OS 1&2)• Premises that have facilities for music and dancing (MD1&2)• Theatres, cinemas, performance venues and qualifying clubs(PVC1&2)• Hotels (HOT 1)• Casinos (CAS 1)• Combined use premises (COMB1)• Nudity, striptease and sex related entertainment etc (NS1)18
