1.16 Under the LDF, the council will also be producing a Development Plan Documentcontaining more detailed spatial policies for the delivery <strong>of</strong> the vision set out in theCore Strategy. It is intended that both the Core Strategy and the more detailedpolicies in the Development Plan Document will complement the <strong>Statement</strong> <strong>of</strong><strong>Licensing</strong> <strong>Policy</strong>.1.17 The council regards licensing as the most appropriate tool to ensure that the licensingobjectives are promoted through premises being properly managed and operatedand, where necessary, the number, location and hours <strong>of</strong> premises being controlledwhen this cannot be done adequately or appropriately through other legislation. Thecouncil regards licensing as a key means <strong>of</strong> controlling nuisance and anti-socialbehaviour, and part <strong>of</strong> the holistic approach to the management <strong>of</strong> the evening andnight-time economy (revised Guidance, paragraph 1.26, 13.18).1.18 The council recognises the links between excessive alcohol consumption and poorhealth. As part <strong>of</strong> a wider package <strong>of</strong> initiatives the council is aiming to tackle thenegative impacts associated with alcohol consumption through the <strong>Westminster</strong>Alcohol Strategy (see Appendix 5).Other relevant legislation1.19 Many other statutory requirements apply to licensed premises such as fi re safety,planning, building control, public health, food hygiene, and trading standards andthe council must have regard to the importance <strong>of</strong> doing all that it reasonably can doto prevent crime and disorder in exercising all its functions (under Section 17 <strong>of</strong> theCrime and Disorder Act 1998). These regulatory regimes will be properly separated asdescribed in revised Guidance (paragraph 13.64). This suggests that applications forpremises licences for commercial premises should normally be from businesses withplanning consent for the property concerned. The council is committed to avoidingduplication with other regulatory regimes as far as possible. Conditions will onlybe attached to premises licences if they are considered necessary to promote thelicensing objectives and are not required under other legislation (revised Guidance,paragraph 13.19). Other relevant legislation is listed in Appendix 6.16
