which aim to limit growth of licensed premises in certain areas. These are threedefi ned areas of thecCity referred to as the ‘West End Stress Area’, the ‘Edgware RoadStress Area’ and the ‘Queensway/Bayswater Stress Area’.5. The geographical pattern of violent crimes late at night has altered little over the pastthree years. While the West End Stress Area successfully encapsulates the areas ofthe highest concentrations of these types of crimes at these hours, they do not includethem all. The area around Charing Cross station and south of it showed high levels ofcrime reports. There was on this basis a case for examining proposals that this areabe included in an extension to the West End Stress Area. There are other areas wherelower levels of concentrations of reports of violent crime persist. This is not to suggestthat any level of violent crime is inherently acceptable. These areas are along thewestern stretch of Oxford Street, along Piccadilly, and around the Embankment Templearea and around Victoria Station.6. The nature of these crime reports was considered in discussion with the police. Theconclusion was that the level of crime in surrounding areas was was generally lowerthan in the Stress Area and was in many cases attributable to individual premises. Itwas considered that the existing problems in these areas should be addressed byinterventions from the police and other responsible authorities that are directed toproblem premises to ensure their compliance with licensing conditions, the adoptionof crime prevention and nuisance reduction initiatives and their recognition that ifnecessary responsible authorities will call for reviews of individual premises licences.The inclusion of these areas in the Stress Area is not considered appropriate.7. Further studies and advice were commissioned from a consultant who hasconsiderable experience of conditions in various parts of Westminster from thecollection of evidence in relation to appeals. He also has a wide knowledge of thenight time economy and its relationship to crime and disorder. The conclusion of hisstudy of areas of Mayfair and St James’s where there had been particular concernsexpressed by residents was that the “…Problems of environmental stress encounteredwere qualitatively and quantitatively different from those I would expect to fi nd in theWESA and Edgware Road Stress area. Isolated pockets of ‘stress’ were encounteredin each area. These could be clearly identifi ed as relating to particular premises”. 338. ecognising the effect that existing policies have had to date and that where necessaryproblems arising from individual premises can be dealt with by enforcement action,taking into account the role of other plans and policies (particularly planning policy),and fi nally having regard to the policies with respect to specifi c types of premises,particularly restaurants, it was determined that there should be no change to theexisting Stress Area boundaries. It was also determined that the Stress Areas shouldnot be extended to include the areas referred to above and that it is not necessary tointroduce special geographically based policies to protect any specifi c areas outsidethe existing Stress Areas.Size of the Stress Areas9.
