33. Restaurants that stay open later than 01:00 have a rate of violent incidents over threetimes that of those that close earlier. Nationally, 33% of inner city residents view drunk and rowdy behaviour as a problem. 30The British Crime Survey for the year ending December 2006 shows that 25% ofrespondents thought that alcohol related disorder was a problem compared to 20%in 2003. 31 The predominant late night noise complaint in the central part of the city iscommercial noise. Elsewhere in the city, it is domestic noise. People can be disturbedby noise coming directly from commercial premises at late hours, (noise breakout)the handling of refuse and recyclable materials and the direct effects of customersarriving at and especially leaving premises, this is often aggravated by the behaviourof minicab drivers who often block the streets giving rise to the sounding of car horns.35. The overall noise levels in the West End Stress Area are high with night time noise atan average (background) level of 45 decibels, which is a level liable to induce somedisturbance of sleep without any additional noise incidents. The cumulative impact ofbackground night time noise generated by people enjoying the facilities of the WestEnd is such that it can amount to a public nuisance even without the addition noisethat arises from bad behaviour or disorder.36. Noise disturbance is added to by the noise of the public services attempting todeal with crime and disorder on the streets. Traffi c and people clog-up the roadsin the West End Stress Area and emergency vehicles making their way through thecongested streets add to the noise. The need to collect the litter and to clean andwash down the streets adds to the degree of disturbance as these operations have tobe carried out after 03:00 as this is the time when the streets are starting to clear andrefuse and sweeping vehicles can get through.37. Street urination is a nuisance associated with licensed premises. The concentrationof numbers of late night premises in the West End has been a major reason for thecouncil introducing temporary night time street urinals.
