18. The extent <strong>of</strong> these problems is unique to central London because <strong>of</strong> the numbers <strong>of</strong>people and the distances involved. This precludes the possibility <strong>of</strong> walking homefor most people. Crowds disperse slowly with people staying on to visit night cafés orpick up takeaway food before they fi nd minicabs and catch night buses. Some peopleremain on the streets until the London Underground starts running between 05.30–06.00 from Monday to Saturday and 07.00-07:30 on Sundays. 2519. The witness statement <strong>of</strong> David Scott states that “There are in my view more people onthe streets <strong>of</strong> the area that I am responsible for after 1 am than can be carried safelycatered for by the supporting transport infrastructure. This is mainly due to the tubenetwork closing down between midnight and 1am.”Crime and disorder20. The council has a duty to do all that it reasonably can to prevent crime and disorderin the area, under section 17 <strong>of</strong> the Crime and Disorder Act 1998. It has paid specialattention to this duty in formulating its <strong>Statement</strong> <strong>of</strong> <strong>Licensing</strong> <strong>Policy</strong>. The reduction <strong>of</strong>crime and disorder have been priorities in previous years .The fear <strong>of</strong> crime created bydisorder including drunkenness is as damaging to public confi dence and the quality <strong>of</strong>life as crime itself.21. The council’s Crime and Disorder Reduction Strategy aims to reduce crime, disorder,nuisance and the fear <strong>of</strong> crime to make <strong>Westminster</strong> a safer place to live in, work inand visit. The council has initiated schemes to assist in reducing crime and disorderincluding the installation <strong>of</strong> CCTV cameras across the West End and the introduction<strong>of</strong> <strong>City</strong> Guardians in Leicester Square and elsewhere. Joint working with theMetropolitan Police is ongoing including the funding <strong>of</strong> radio links from some pubsand clubs to the Police. The <strong>Westminster</strong> Crime and Disorder Strategy, ‘Working tobecome the safest world city’, produced by the Crime and Disorder Partnership isa three-year strategy running to from 2005 to <strong>2008</strong> for reducing crime and disorder,safeguarding communities and reducing the fear <strong>of</strong> crime and improving the quality <strong>of</strong>life in the city. 2622. The Police in <strong>Westminster</strong> are fully committed to minimising crime and disorderwhich results from the use <strong>of</strong> alcohol and <strong>of</strong>ten tarnishes the late night entertainmentindustry.
