The number <strong>of</strong> premises licensed to sell alcohol in November 2007 was 2811,and <strong>of</strong> these, 2456 can sell alcohol for consumption on the premises (most <strong>of</strong> thesecan also sell alcohol for consumption <strong>of</strong>f the premises). There are 350 licenses forthe sale <strong>of</strong> alcohol only for consumption <strong>of</strong>f the premises. There are 2529 premiseswith licences allowing them to <strong>of</strong>fer some type <strong>of</strong> regulated entertainment; 489 havefacilities for dancing and 542 for making music; 776 premises are licensed for livemusic performances. There are 2390 premises licensed to sell hot food or drink after23:00.9. <strong>Westminster</strong>’s 38 theatres have a combined capacity to hold nearly 41,000 people.Over three-quarters <strong>of</strong> all central London theatres are in <strong>Westminster</strong> amounting toover a third <strong>of</strong> all the theatres in London. There has been little overall change in thenumber <strong>of</strong> theatres since 1990.10. There are some 15 cinemas operating in <strong>Westminster</strong> with some 60 screens. Thereare 11 cinemas in the West End Stress Area, one in each <strong>of</strong> the other Stress Areasand two outside the Stress Areas. There has been relatively little overall change in theoverall number <strong>of</strong> cinemas in <strong>Westminster</strong> but there have been a few closures.11. There are 20 premises with casinos licences operating in <strong>Westminster</strong> (one operatesas poker rooms). One casino licence has been granted by the <strong>Licensing</strong> Justicessince 2004. Five further applications have been refused licences by the licensingmagistrates since 2004 despite the premises having been granted planningpermission for casino use by the council.Current pressures and impacts12. The growth <strong>of</strong> the entertainment industry brings positive benefi ts to <strong>Westminster</strong> butthere are associated pressures and impacts related to public nuisance, public safetyand crime and disorder. Many <strong>of</strong> the streets in Soho have night time pedestrian fl ows<strong>of</strong> over 40,000 people a night, with fl ows <strong>of</strong> 7,000 an hour recorded in a night timeactivity survey. Leicester Square, Shaftesbury Avenue, and Soho have substantiallyhigher pedestrian fl ows at night than in the daytime. Edgware Road, Jermyn Street,Queensway, and Piccadilly 18 have night time pedestrian fl ows comparable to theirdaytime fl ows.13.
