systems must be designed and located so that noise emitted meets the criteria inParagraph 17 below. The council will require the applicant to ensure maintenance <strong>of</strong>building plant and machinery so that the above standards will be met at all times.Indoor premises plant & machinery and internal activities17. The criteria relating to:a) plant, machinery and associated equipment, internally or externally installedb) ventilationc) music and human voices, both amplifi ed and unamplifi ed and tod) other internal activitiesare noise emitted will achieve the following standards in relation to the existing externalnoise levels at the nearest noise sensitive properties 10 , at the quietest time duringwhich any <strong>of</strong> these activities occur:At the nearest façade <strong>of</strong> the nearest noise sensitive property, the noisegenerated from the property to be licensed (the LAeq5 min) should not exceed10 dB below the minimum external background noise during the operatingperiod. The background noise level should be expressed in terms <strong>of</strong> the lowestLA90, 15 min.andWhere noise from the property to be licensed will contain tones or will be intermittentsuffi cient to attract attention:At the nearest façade <strong>of</strong> the nearest noise sensitive property, the noisegenerated within each octave band level (LAeq 5 min) should not exceed 5dB below the minimum external background noise level expressed in any<strong>of</strong> the individual octave band levels. The background noise level should beexpressed as the lowest LA90, 15 min for each <strong>of</strong> the octave bands during theoperating period.Indoor premises structural transmission <strong>of</strong> noise andvibration18. Applicants should ensure that as far as is reasonably practicable, licensable activitieswill be conducted and the facilities for licensed activities will be designed andoperated, so as to prevent the transmission <strong>of</strong> audible noise or perceptible vibrationthrough the fabric <strong>of</strong> the building or structure to adjoining properties. In the case <strong>of</strong>licensable activities involving the playing <strong>of</strong> music or the operation <strong>of</strong> kitchens, or therunning <strong>of</strong> plant after 23.00 hours applicants may be required to demonstrate this.10 Noise sensitive properties include: all residential property; schools; hospitals; hotels; hostels; concert halls; theatres;broadcasting and recording studios.127
