The <strong>City</strong> <strong>of</strong> <strong>Westminster</strong>Police<strong>Licensing</strong> <strong>Policy</strong> <strong>Statement</strong><strong>Westminster</strong> Police are committed to reducing the levels <strong>of</strong> crime and disorderassociated with premises undertaking ‘Licensable Activities’ and to providing activesupervision <strong>of</strong> such premises. We will work in partnership with licensed premisesto ensure that they are aware <strong>of</strong> the principles <strong>of</strong> good management and abideby them. Where co-operation is not forthcoming, we will enforce compliance withexisting legislation by working in partnership with <strong>Westminster</strong> <strong>City</strong> <strong>Council</strong> and otherResponsible Authorities.Whilst every application will be considered on its individual merits and there will beno general policy <strong>of</strong> opposing all new applications or variations, this policy seeks toallow for the fact that the <strong>City</strong> <strong>of</strong> <strong>Westminster</strong> occupies a unique position in terms <strong>of</strong> itspolicing challenges.Premises licensed for the sale and consumption <strong>of</strong> alcohol create signifi cant demandson resources. This <strong>Policy</strong> must balance the various competing rights <strong>of</strong> individualsand businesses whilst allowing police to focus their resources on those areas <strong>of</strong>greatest need and effectively reduce crime and disorder.<strong>Westminster</strong> Police believe that the cumulative impact on levels <strong>of</strong> crime and disordergenerated by licensed premises within the West End Stress Area is signifi cant. Anyfurther increase in the numbers <strong>of</strong> licensed premises within this area would lead to anincrease in overall crime and disorder and should not be countenanced.Therefore, any application relating to premises within the West End Stress Area whichis likely to add to the crime and disorder problems which already exist, is likely to resultin an objection by the police unless exceptional circumstances apply.All other applications will be opposed only if their granting would lead to an increase incrime and disorder. Premises seeking to ensure that they comply with the objective <strong>of</strong>preventing crime and disorder should follow the advice contained within the relevantappendix <strong>of</strong> this <strong>Statement</strong> <strong>of</strong> <strong>Licensing</strong> <strong>Policy</strong>.This policy should be read in conjunction with the <strong>Statement</strong> <strong>of</strong> <strong>Licensing</strong> <strong>Policy</strong>produced by <strong>Westminster</strong> <strong>City</strong> <strong>Council</strong>.121
