Strategy1.1 The council has wide experience in regulating entertainment. Licensed entertainmentin <strong>Westminster</strong> contributes to London’s appeal to tourists and visitors as a vibrantcity. The scale, the diversity and the concentration <strong>of</strong> entertainment in the West Endare unique. The <strong>City</strong> <strong>of</strong> <strong>Westminster</strong> has more licensed premises than any other localauthority in Britain; 2941. These include nearly 500 pubs, bars and wine bars and over1000 restaurants licensed to serve alcohol, 39 theatres and 136 night clubs and dancevenues. The entertainment industry brings cultural and fi nancial benefi ts to the city.The council believes that good management <strong>of</strong> its vibrant entertainment industry and<strong>of</strong> the street environment within which it operates is essential to the continued success<strong>of</strong> central London and attracting a wide range <strong>of</strong> people who want to come here towork, to visit and to live.1.2 This <strong>Statement</strong> <strong>of</strong> <strong>Licensing</strong> <strong>Policy</strong>, approved for publication by the council on 7thNovember 2007 (see Appendix 1), has been drawn up to set out how the council as a<strong>Licensing</strong> Authority promotes the licensing objectives in the <strong>Licensing</strong> Act 2003.The licensing objectives:• prevention <strong>of</strong> crime and disorder• public safety• prevention <strong>of</strong> public nuisance• protection <strong>of</strong> children from harm.Section 4(2) <strong>of</strong> the <strong>Licensing</strong> Act 20031.3 The <strong>Licensing</strong> Authority must have regard to these licensing objectives in carrying outits licensing functions under the <strong>Licensing</strong> Act 2003. They embody concerns that thecouncil acknowledged in exercising its licensing powers under previous legislation. Ithas had regard to the revised Guidance issued by the Secretary <strong>of</strong> State in June 2007 1in drawing up this <strong>Statement</strong> <strong>of</strong> <strong>Licensing</strong> <strong>Policy</strong>. If the council acting as the <strong>Licensing</strong>Authority departs from this Guidance, it will give reasons as suggested in Paragraph1.7 <strong>of</strong> revised Guidance. It will always consider the circumstances <strong>of</strong> each application.It may make exceptions to its own policies where it is appropriate to do so in order topromote the licensing objectives and it will give reasons for doing this.121 Guidance under Section 182 <strong>of</strong> the <strong>Licensing</strong> Act 2003 issued by the Secretary <strong>of</strong> State for Culture Media and Sport.Referred to as revised Guidance in this document
