Prevention <strong>of</strong> crime anddisorderMeasures for pubs, bars and music and dance premisesa) Effective measures to check the age <strong>of</strong> those possibly under 18.b) Ensure door supervisors are trained and empowered to deal with underagedrinking.c) Put in place robust systems to monitor and control the access <strong>of</strong> young people.d) Have a policy statement to deal with underage access which should includereference to the use <strong>of</strong> approved ‘Pro<strong>of</strong> <strong>of</strong> Age’ schemes that include photo identitycards such as the PASS scheme.e) Display <strong>of</strong> policy on checking <strong>of</strong> age.f) Whether the design and layout <strong>of</strong> the premises are likely to lead to localovercrowding.g) Measures to discourage excessive drinking and drunkenness.h) Measures to promote ‘sensible drinking’ including measures to encouragepurchase <strong>of</strong> s<strong>of</strong>t drinks including pricing <strong>of</strong> s<strong>of</strong>t drinks to below that <strong>of</strong> alcoholicdrinks.i) Regard paid to good practice guides and industry codes; e.g. on packaging andlabelling; drink promotions especially discounted promotions such as “happyhours”, “buy one get one free” <strong>of</strong>fers. 9j) Whether drinking vessels are made <strong>of</strong> toughened glass or plastic and are designedto not have a sharp edge when broken.k) Whether the taking <strong>of</strong> glasses or glass bottles outside <strong>of</strong> the premises is proposedto be permitted.9 Reference should be made to codes <strong>of</strong> good practice form responsible authorities and from the industry such as thePortman Group Code <strong>of</strong> Practice on the naming, packaging and merchandising <strong>of</strong> alcoholic drinks and the British Beer andPub Association’s Guidance on Point <strong>of</strong> Sale Promotions.119
