One <strong>City</strong> (2006 – 2016)The vision is to be a council which actively listens and responds to the needs <strong>of</strong> thepeople we serve. This is the principle at the heart <strong>of</strong> One <strong>City</strong> – our fi ve year strategyto build strong communities and deliver excellent council services in <strong>Westminster</strong>.Each year we use the results <strong>of</strong> research and consultation with our residents andstakeholders to come up with twenty projects that will enhance quality <strong>of</strong> life in<strong>Westminster</strong>. These cover four areas: Order, Opportunity, Enterprise and Renewal.Projects can be new initiatives or improvements to existing services, but woventhrough each is our One <strong>City</strong> approach: to strengthen community relations, promoteactive citizenship, unite neighbourhoods and enhance customer service.Unitary Development PlanThe <strong>Westminster</strong> <strong>City</strong> <strong>Council</strong>’s Unitary Development Plan (adopted January2007) contains planning policies which control the location, size and activities <strong>of</strong>entertainment uses to safeguard residential amenity, local environmental quality andthe established character and function <strong>of</strong> the various parts <strong>of</strong> the city. These policieswill be supported by Supplementary Planning Guidance on Entertainment Uses,currently being developed by the council.Local Development Framework Draft Core StrategyAs part <strong>of</strong> the new planning system, introduced by the Planning & CompulsoryPurchase Act (2004), the council is developing its ‘Core Strategy’ - the principaldocument <strong>of</strong> its new Local Development Framework (LDF), which will replace the UDP.The Core Strategy will set a clear vision for the pattern and location <strong>of</strong> development in<strong>Westminster</strong>.Draft Economic Development Strategy (2007)Ensuring that <strong>Westminster</strong> remains business-friendly and a fi rst choice location for newand growing businesses. There is also the major challenge <strong>of</strong> ensuring that residentsin our disadvantaged neighbourhoods can share in <strong>Westminster</strong>’s economic success.Different parts <strong>of</strong> <strong>Westminster</strong> face very different challenges. The spatial approachfocuses on three areas: West End/Central Activities Zone, North <strong>Westminster</strong>‘Enterprise Zone’ and South <strong>Westminster</strong>There are three cross cutting themes Employment and Training, Business SupportBusiness Environment.
